Jim Dall, Director of the Region 5 Snowmobile Association, thanked the Campton Township Board for the Plaque and recognition for the efforts snowmobilers made during the snow emergency to assist stranded motorists.  While snowmobilers enjoy the winter months we hope the men and women that were out during the storm helped prevent a tragedy to the many stranded people. 

1. 2. 3. The April 7, 2011 Board meeting was called to order by Supervisor Kupar at the Community Center at 7:30 p.m.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt present. 

4. Motion to Allow Trustee Greg VanZandt to attend this meeting by audio conferencing: G. VanZandt moved to table this agenda item.  The motion was seconded by C. Boissonnas.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

5. Reports:

     Sheriff – Kane County-Sgt. John Grimes: Absent.

     Highway Commissioner – Sam Gallucci: Commissioner Gallucci’s written report stated snowplowing/salting of roadways was performed throughout Campton Township and the Village of Campton Hills in Plato Township; the road district patched potholes with cold patch, installed 3 stop signs, did gravel recovery, driveway and parking lot repair for Lily Lake’s public building on Empire Road; continued pothole repair on Lenz, Mc Donald, Kendall, and Tall Pines Roads, Briarwood, Wood Bridge, and Ickenham Lanes, and Phar lap Drive for the Village of Campton Hills in Plato Township; cut and chipped two trees that came down on Crawford Road, and trimmed trees back in the Woodbridge subdivision for the Village of Campton Hills; installed boundary markers on McDonald Road for the Village of Campton Hills in Plato Township; cut and trimmed trees back on Campton Hills and Beith Roads; did roadside trash pickup throughout Campton Township and the Village of Campton Hills; assessed lawn damage done by snowplowing that is to be repaired this spring by soil and seed throughout Campton Township and the Village of Campton Hills; checked all stop signs on a weekly basis throughout the Township and Village and replaced damaged or missing ones; continued to patrol roads throughout the Township and Village for drainage problems, pot holes, and culvert permits; continued to repair pot holes with cold patch throughout the Township and Village; and performed ongoing maintenance on Township vehicles and equipment by in house staff.  C. Boissonnas asked is anyone building anything that requires checking for culvert permits?  L. McKay answered, yes, a couple of them. 

     Assessor – Al Rottmann: Assessor Rottmann stated the County closed out their books.  They are developing the tax rates.  Tax bills will be out May 1st.  He is reviewing property values for the Township and will be making reductions.    

     Solid Waste District – Barbara Boissonnas: No report.

     Financial Report – Louise McKay: Certified Public Accountant McKay stated line item adjustments for the year are submitted.  All over budget line items had an offsetting under budget line item.  The General Town Fund for the year had expenditures $21,000 under budget and revenues $2000 under budget generating a $19,000 increase in the fund less the $10,000 loaned to Capital Improvements.  The Open Space Fund had a $54,000 increase in revenues mainly due to $47,500 in wetland income for the year, excluding the $39,600 BAB rebate and debt service proceeds.  The Open Space Fund had actual expenditures $13,000 under budget on a cash basis.  If the $25,000 expenditure for Gray Willows property taxes was excluded, the expenditure amount under budget would be greater since the taxes were not in the budget as expenditure but were accrued from the tax credit allowance at the purchase.  Open space land is not property taxed.  Capital Improvement expenditures were over budget by $31,000 because the Town Hall renovations budget was based on repairing just one wall of the foundation.  Revenues were over budget by $67,000 mainly due to the receipt of the Kane County river boat grant which was deposited on 3-31-11.  The Road Fund had expenditures $16,000 under budget for the year, and revenues $61,000 over budget for the year, generating a $78,000 increase in the fund for the fiscal year.  The audit manager and partner from Sikich were in performing preliminary audit work and the auditors are scheduled to return May 11th through the 13th.  She stated she attended the bid opening with the Clerk at the Road District on April 1st for the mini excavator. 

     Open Space Staff Report – Jack Shouba: Open Space Coordinator Kristin Bilar filled in for Jack Shouba stating the monthly volunteer workday is scheduled for April 9th at Corron Farm.  Volunteer workdays are the second Saturday of the month from 9:00 a.m. to noon.  J. Shouba attended the Ferson-Otter Watershed meeting.  Staff worked on consolidating and organizing Open Space files at Motz and Lily Lake.  Our agriculture license renewals are being finalized.  At Anderson Park the prairie was burned on March 19th.  The cattails and seep area in the woods was burned March 31st.  L. Garza and K. Bilar overseeded the prairie with seeds collected by volunteers last fall.  At Brown Road Meadows we burned the corner wetland for the first time.  At Corron Farm portions of the prairie and wetland have been burned.  The bird surveyor wants to hide a Geocache treasure hunt box using a global positioning system (GPS) that residents can search for in order to enter its coordinates on the internet.  The Board gave its approval.  At Gray Willows we burned the last brush pile in the fence row between the soybean fields.  At Harley Woods we burned the prairie portion off Beith Road and the adjacent wooded area.  K. Johnson and D. Corron seeded the soybean field to prairie and wetland.  At the Headwaters Conservation Area there was tree clearing and a brush pile burn.  A portion of the prairie was burned starting with sections closest to Beith Road.  There is no report for Mongerson or Poynor Parks, or for easements.  For Town Hall the grant money was received.  We are continuing to research historical information about township government for display to complete grant requirements.    

     Village of Campton Hills – President Patsy Smith: Village of Campton Hills President Smith stated she won for President in the recent election but Anna Eiremann lost for Village Clerk.  At the fire station they are using non-union workers to construct it, and union workers are picketing the fire station.  Last Friday we had our fourth special meeting with the Fire District.  They agreed to put rock-faced block all around the bottom of the building and an all brick front.  Mark VanKirkhoff with Kane County was on vacation but he overruled Chris Ranieri with Campton Hills regarding the sheet metal work that was being done inside the fire station, without looking at it.  The Village still doesn’t have a signed special use permit back from the fire district.  The advisory referendum on whether the Village should buy electricity in bulk for Village residents passed, so we will have a binding referendum at the next election, and if it passes the Village will buy electricity in bulk for the residents of Campton Hills.  Residents could opt out individually if they wish.  The Village will not pursue developing its own fire department because the advisory question on that failed.  The Village has started a two-year rewrite of its Comprehensive Land Use Plan.  We need people for input into the plan and will have public meetings for that.

     Joint Environmental Resource Management Committee – Rob Linke, John Kupar, Jack Shouba: R. Linke stated they had their last meeting March 22nd.  They discussed potential public education outreach and a star gazing activity for residents. 

     Engineering Update, Poynor Park Project – Rob Linke: R. Linke stated the plans and specs are done.  We will be ready to turn them into the Board at the next meeting. 

     Supervisor Report – John Kupar: Supervisor Kupar stated he attended the Ferson Otter Creek Water Shed Planning Group open house in Elgin last week.  It was hosted by the Conservation Foundation and the Chicago Metropolitan Agency for Planning (CMAP).  We discussed the progress of the planning group and future milestones.  We had a long discussion about Campton Township’s water model and CMAP wanted us to provide them with a copy of the model.  Dick Johansen, Al Rottmann, and John Kupar attended the Township Officials of Illinois Topics Day in Springfield.  The purpose of this meeting was to meet with our legislators at the Capital and discuss proposed legislation for the benefit of the Township.  Jerry Johnson and John Kupar met with members of the Corron family to finalize what equipment and furniture the family would like to keep, donate to the Township, or put up for auction.  We have agreed on the equipment.  The family is still inventorying items in the house.  Township staff has been working very hard in preparation for the Annual Meeting.  The Annual Report is complete.  It appears we have resolved the tax issue with the Illinois Department of Revenue over the real estate tax on the Gray Willows farmhouse on Corron Road.  We are amending our application and the State will grant nonprofit status to the farmhouse.

9. Old Business:

     a. Discuss and Act Upon Investment Strategy: E. Murphy stated after much discussion she recommends we stay with PMA Financial Network because they have experience with municipal finance.  She recommends we give them instructions soon because we asked them for a short term, medium term, and a long-term program of investments, and they didn’t do that.  Our 2.5 million has to be put to work now.  She suggests that she and our Certified Public Accountant, L. McKay, look at what PMA recommends.  J. Kupar stated if it falls within the “prudent man” rule, Elizabeth, Louise, and PMA put your heads together.  We have a strategy for short term, medium term, and long-term investments.  Elizabeth work with Louise and PMA to make it happen.  E. Murphy moved Campton Township continue its investment strategy relationship with PMA. Financial Network.  G. VanZandt seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

10. New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Approving Placement of Donated Benches and Sundial at Corron Farm: Thomas C. Corron, Board Chairman of the Corron Farm Preservation Society gave a presentation regarding the “Old Wasco Days” celebration and dedication that is set to be held July 3, 2011 from 1:00 p.m. to 5:00 p.m. at Corron Farm, 7N761 Corron Road, Campton Hills, IL.  180 families have been invited.  He stated he is asking Township approval to permanently install three items to be dedicated at 2:00 p.m. at the July 3rd event.  First, Tom Corron’s cousins, Bob, Sally, and Dave Corron are purchasing a $3000 ornate stone bench and plaque in memory of their father, grandfather, and great-grandfather, and one of the first settlers of Kane County and Campton Township in 1835.  The plaque will say Robert Charles Corron 1  1816-1904; Robert Myron Corron 1875-1964; and Robert Charles Corron 11  1912-1983; In Memory of Robert C. Corron 11 and Lucinda Muirhead Corron.  Second, Tom Corron’s cousins Barb Tamms and Dexter Norton Jr. are dedicating a park bench to be located near the nature trails north of the white house with a plaque dedicated to their mother saying in “Loving Memory of Flora Corron Norton”.  Third, Tom Corron’s family is giving a sundial and plaque in memory of their father dedicated to former Campton Township Supervisor, Calvin Corron.  There will be guided tours of the 1850 Corron home and 1888 renovated White House.  Also there will be hayride tours of the oak savanna and prairie led by Corron Farm Volunteer “Prairie Docs”.  The Board of Directors of the Corron Farm Preservation Society are Thomas C. Corron, Laurel Garza, Denise Morgan, Neal Anderson, David Corron, Rick Ekstrom, Dr. Ned Corron, and Allison Corron.  T. Stutesman moved the Board approve the placement of donated benches and sundial at Corron Farm.  G. VanZandt seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed.                                                                  

     b. Review and Act Upon Budget and Appropriation Ordinance General Town Fund #11-1T: T. Stutesman moved the Board approve the Campton Township General Town Fund Budget and Appropriation Ordinance No. 11-1T.  G. VanZandt seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The Ordinance passed. 

     c. Review and Act Upon Budget and Appropriation Ordinance Road Budget Fund #11-1R: C. Boissonnas moved the Board approve the Campton Township Road and Bridge Fund Budget and Appropriation Ordinance No. 11-1R.  E. Murphy seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The Ordinance passed. 

     d. Review and Act Upon Approval Line Item Amendments to Budget FY10-11: CPA McKay stated it’s a shift of line items, a flip-flop.  Over all there were surpluses in all funds.  T. Stutesman moved the Board approve line item Budget adjustments for the fiscal year 2010-2011.  E. Murphy seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

     e. Review and Act Upon Approval of Year End Fiscal Report for Annual Meeting: G. VanZandt moved the Board approve the Year End Fiscal Report for the Annual Meeting.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed.
