1. 2. 3.  The August 10, 2010 Board meeting was called to order by Supervisor Kupar at 7:40 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Boissonnas, and Lambe present.  Trustees Stutesman and VanZandt were absent. 

4. Reports:

     Sheriff – Kane County:  Absent.

     Highway Commissioner: Sam Gallucci:  Commissioner Gallucci stated with school starting they will be repainting the school crosswalks and they are preparing Fox Mill Boulevard for an asphalt overlay that will occur mid September.  When you see signs blocked by branches please call the Highway Department to trim them for safety.  Drainage projects were completed that consisted of digging our culvert ends, culvert openings, and replacing culverts and catch basins.  Road projects were also completed that included shoulder gravel, re-grading, installation of matting, rip/rap, 3” to 4” drain tile, and landscaping with soil and seed.  These drainage and road projects were completed on Castle, Hastings, Whirlaway, East and West Mary, and Kings Mill Drives; Boxwood, Aberdeen Echo Valley, Forest, Brierwood, and Ickenham Lanes; Verhaege, Campton Woods, Campton Ridge, and Far View Roads; Winchester and Venetian Ways; and Hunters and Willowbrook Courts in the Village of Campton Hills.  Branches were cut and trimmed on Bolcum, Anderson, Campton Hills, Town Hall and Beith Roads; Echo Valley Lane; Fox Mill Boulevard; and the Farmstead in Fox Mill.  Weeds were trimmed around street signs, intersections, guard rails, and large culverts throughout Campton Township and the Village of Campton Hills.  Yellow lines were painted on Old LaFox, Swanberg, Campton Hills, Bolcum, Old Burlington, and Beith Roads; Fox Creek Drive; and Dean Street.  All road ditches were mowed in Campton Township and the Village of Campton Hills.  All stop signs were checked on a weekly basis and damaged or missing ones replaced.  We continued to patrol roads throughout Campton Township and the Village of Campton Hills for drainage problems, pot holes, and culvert permits; and we continued to repair potholes with cold patch throughout the Township and Village.  Ongoing maintenance was performed on Township vehicles and equipment in house by staff. 

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated we are wrapping up the 2010 assessment process and will certify the books to Kane County by the end of this month.  The appeal process starts after that.

     Solid Waste District – Barbara Boissonnas:  No Report.

     Financial Report – Louise McKay:  Certified Public Accountant (CPA) McKay stated the annual audit is complete.  The auditors haven’t sent the bill yet.  They prepared an audit adjustment because some vendor checks were dated March 31st but paid the next fiscal year on April 8th.    In future all checks should be signed by March 31st because she has to close the books then.  At next March’s meeting we need to vote to approve the Supervisor’s ability to sign the checks on the last day of the fiscal year prior to the April Board meeting.  Currently any budget line item overages have offsetting budget line items that are under.  Budgets are tight and have to be watched closely due to limited line items that are under budget.  Interest rates are low and there will be approximately $650,000 of investments maturing in the perpetual maintenance fund on September 16th.  

     Village of Campton Hills – Patsy Smith:  Village of Campton Hills President Smith stated on Wednesday August 18th there will be an open house at the Kane County Department of Transportation (KDOT) about building a roundabout intersection at Burlington and Route 47.  It would be designed for 17 miles per hour.  This would take the place of a stoplight intersection that would cost more.  The Village of Campton Hills will have its annual Heritage Farm Fest on September 18th from 8:00 a.m. to dusk.

     Open Space Staff Report – Jack Shouba:  Open Space Development Coordinator Shouba stated our next volunteer work day is this Saturday, August 14th. at Corron Farm from 9:00 a.m. to noon.  This is to get ready for Campton Township’s Prairie Fest.  At the National Night Out we had a display and literature about open space and Prairie Fest.  Supervisor Kupar, a Board member, a staff member, and a volunteer participated.  At Corron Farm Prairie Fest will be September 11 from 1 to 5 p.m.  Items that it would be nice to have donated for Prairie Fest include cider, cider donuts, and Honeycrisp apples that can be obtained from Kuipers Family Farm.  Also paper plates, napkins, paper cups, plastic spoons and forks, small and large bottles of water, small and large Ziploc bags, poster boards, table covers, and raffle prizes.  Exhibitors are being contacted and planning is underway.  Volunteers are needed.  Five ash trees were injected against the emerald ash borer.  We finished grading, planting, and watering grass seed near the entrance.  There is ongoing mowing, weeding, and watering going on.  Wasco Nursery will replace one oak tree that was under warranty, and plant two new honorary trees.  At Gray Willows we did a summer botanical survey, cleaned up fallen tree limbs, repaired storm damage, made some repairs to the old farmhouse roof, fascia, etc., and we plan to mark boundaries in the fall.  At Harley Woods we applied for a grant for prairie seed to plant the small ag field; contacted Huddleston-McBride about drainage issues; reported teasel, poison hemlock, and a trash dump on neighboring properties.  At the Headwaters Conservation Area there is ongoing mowing and weeding; herbiciding of paths, parking areas, and poison ivy near picnic areas; removal of teasel and purple loosestrife along route 38; repair of flood damaged trails; and installation of a culvert under one trail.  At Poynor Park there is ongoing mowing, weeding, and watering of new plants.  We applied for a grant to purchase prairie seeds for unplanted areas.  We observed sandhill cranes on the site.  There was no time to speak to the neighbors about boundaries.  We will contact Devin Moose for this.  A stolen car from Aurora was left at the park; Sheriff and police investigated.  At Anderson Park we herbicided and graded the parking lot; repaired trails; weeded garden beds; and watered new plantings.

     Joint Environmental Resource Management Committee – John Kupar, Jack Shouba, Rob Linke:  Committee member Kupar stated the committee is continuing to review SWAT regulations for the Township and Village, and is reviewing a nuisance ordinance. 

     Supervisor Report – John Kupar:  Supervisor Kupar stated we will have stargazing at Poynor Park on September 25 from 7:00 p.m. to 11:00 p.m.  This is a joint activity of the Township and Village.  The Night Out Against Crime was a success.  We are looking for donations for Prairie Fest.  At Town Hall the masons began work this week.  Trustee VanZandt met with the committee regarding Poynor Park drainage issues.  Staff is working with TOIRMA (Township Officials of Illinois Risk Management Association) regarding the removal of the fuel tank at Gray Willows.  The Township received a check for $43,000 for the sale of wetland credits from V-3.  We have 58 credits left to sell. 

5. Approval of Minutes:

     a. Board Meeting July 13, 2010:  C. Boissonnas moved the Board approve the minutes of the meeting of July 13, 2010.  R. Lambe seconded the motion.  In a voice vote Supervisor Kupar and Trustees Boissonnas, and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed.

     b. Special Board Meeting July 17, 2010:  R. Lambe moved the Board approve the minutes of the Special Meeting of July 17, 2010.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

6. Citizens Comments:  Village of Campton Hills President Smith stated the public hearing regarding Norton Lakes rezoning and final plat approval by Campton Hills will be August 23rd at 6:30 p.m. at the Community Center.  Kane County Board Representative Barbara Wojnicki stated there is renewed interest from land developers regarding the possible sale of the property east of Glenwood Schools for Boys, and the Yogeshwar property, totaling approximately 300 acres for Forest Preserve open space.                                   

7. Planning Commission:  No Report.

8. Old Business –

a.     Accept and Record Campton Township Audit for Fiscal Year 09-10 by Sikich:  C. Boissonnas moved the Board accept the Financial Statements and Independent Auditors Report, and Management Letter for the year ended March 31, 2010 by Sikich LLP Certified Public Accountants.  The motion was seconded by R. Lambe.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

b.     Eagle Scout Final Report – Ryan Hayes (wagon):  Eagle Scout candidate Ryan Hayes stated his project began July 12th and finished July 30th and took 94 hours.  There is $300.00 left in the budget that wasn’t used, and there is paint touch up to do that will be done by Prairie Fest.  We are waiting to buy tires when they go on sale later this month, but they will be bought and installed in time for the wagon to be used at Prairie Fest in September.  He distributed photographs of his project for the Board to see.  J. Shouba stated the Township will be happy to use this wagon on the 11th of September at Prairie Fest.  Pictures were taken of scout Hayes with the Board and Supervisor Kupar expressed the thanks of the Township for a project well done.  We need to send a thank you letter to Mr. Lenkaitis for the running gear for the wagon.

c.      Request to Use Headwaters Conservation Area or Corron Farm for the Cycle Cross Race:  L. McKay stated the Cycle Cross people decided to go with their original choice which was Anderson Park so there is no action needed on this agenda item. 

       9.  New Business – Presentation and Discussion for Action:

a.     Review and Act Upon Appointment of Mary Lenkaitis to Campton Township Cemetery Board:  R. Lambe moved the Campton Township Board appoint Mary Lenkaitis to the Campton Township Cemetery Board.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed whereupon Clerk Johansen swore Mary Lenkaitis in as a Trustee of the Campton Township Cemetery Board.       

b.     Review Open Space Plan and Program Legal Documentation:  Attorney Kathleen Judy stated she is reporting on her historical review of ten years of documents of the passed referenda, adopted plan, amendments, properties, maps, parks, conservation easement monitoring, and 5.2 million in grants.  Of particular importance is the filing of annual reports in accordance with the Township Open Space Act with the Township Clerk before March 31st.  The report shall include the amount of taxes levied and received, the amount of monies spent in the preceding calendar year implementing the open space plan, the legal and common descriptions of all lands acquired the preceding calendar year; and the purpose for which all properties acquired are being used.  Additionally, in each of our conservation easements we retained the right of first refusal, however, in only a few of these transactions did the right of first refusal get recorded.  She suggested efforts be made to get the right of first refusal recorded, and she suggests her report be read and reviewed at a later meeting.  

c.      Review Plan for Website Update Related to Open Space:  K. Judy stated we could put our Open Space Plan documents on out website.  J. Kupar stated that would be O.K.  M. Rake had told K. Judy and L. Garza that he could do a sample redo of our Open Space website.

d.     Review and Act Upon Purchasing Policy Revision:  C. Boissonnas moved the Board table acting upon this agenda item.  R. Lambe seconded the motion.  In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

e.      Review and Approve Purchase of Computer for Clerk:  C. Boissonnas moved the Board table acting upon this agenda item.  R. Lambe seconded the motion.  In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

       10. Claims and Demands for Payment:

            a. Town Fund:  R. Lambe moved the Board approve payment of the claims and demands on the Town Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and      VanZandt were absent.  The motion passed. 

            b. Open Space Fund:  C. Boissonnas moved the Board approve payment of the claims and demands on the Open Space Fund.  R. Lambe seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees              Stutesman and VanZandt were absent.  The motion passed. 

           c . Capital Improvements Fund:  R. Lambe moved the Board approve payment of the    claims and demands on the Capital Improvements Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe          voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

      11. Executive Session – Review Executive Session Minutes; Personnel Issues:  R. Lambe moved the Board go into Executive Session for the purpose of reviewing Executive Session   minutes and discussing personnel issues.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed and Executive Session began at 8:40 p.m. 

      12. New Business Continued –Supervisor Kupar reconvened the regular session at 9:15 p.m.

          a. Review and Act Upon Approve Executive Session Minutes:  R. Lambe moved the Board approve the Executive Session minutes of June 8, 2010.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye.  Trustees Stutesman and VanZandt were absent.  The motion passed. 

           b. Review and Act Upon the Position of the Township Administrator:  No action.
