1. 2. 3.  The August 12, 2008 Board meeting was called to order by Supervisor Anderson at 7:32 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Deputy Clerk Glas called the roll with Supervisor Anderson and Trustees Kupar and Boissonnas present.  Trustees Stutesman and Judy were absent.  Supervisor Anderson asked for a moment of silence in respect for Mary Ann Noren who passed away recently.  She was secretary of Campton Township for 10 years, and served for 14 years as Treasurer of the Township Cemetery Board.  A donation of $100.00 will be made to the Anderson Animal Shelter in Mary Ann’s name.  J. Kupar moved to take agenda item 9. a. & b. out of order to appoint and swear in Katherine Goldenstein to the Cemetery Board, and agenda item 8. a. & b. out of order to give the oath of office to Laurel Garza for the Planning Commission and Barbara Boissonnas for the Solid Waste District.   C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas  voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

9.  New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Appointment to Cemetery Board:  J. Kupar moved Katherine Goldenstein be appointed to the Campton Township Cemetery District.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.                                                 Clerk Johansen arrived at the meeting. 

     b. Oath of Office – Cemetery Board Goldenstein:  Clerk Johansen gave the oath of office for the Campton Township Cemetery Board to Katherine Goldenstein. 

8. Old Business – Presentation and Discussion for Action:

     a. Oath of Office – Planning Commission Laurel Garza:  Clerk Johansen gave the oath of office for the Planning Commission to Laurel Garza. 

     b. Oath of Office – Solid Waste District – Barbara Boissonnas:  Clerk Johansen gave the oath of office for the Solid Waste District to Barbara Boissonnas. 

4. Reports:

     Sheriff – Wasco Substation Community Policing – Lt. Kramer:  Absent.

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci’s written report stated the road crew started and finished road and drainage projects that consisted of digging out culvert ends, culvert opening, replacing culverts, catch basins, dirt, gravel and shaping ditches for installing matting, rip/rap, 3” to 4” drain tiles, shoulder gravel and landscaping with dirt and seed on Bridle Creek, Castle, Balkan, Palomino, Fair Oaks, Oak Hill, Deer Run, and Hemlock Drives, Harvest, Arboretum, Mary, and Pinto Lanes, Brown, Danker, and Tall Pines Roads, Citation, Kettlehook, and South Bridle Courts, and Reindeer trail.  We installed, grated, and rolled shoulder gravel on McDonald Road in Campton Hills in Plato Township; continued to patrol roads throughout the Township and Village for drainage problems, pot holes, and culvert permits; painted Stop lines on Beat Lane and Arbor Creek Road; completed brush pick up on the north side of Route 64; installed two new Yield signs on Bowgren Circle; installed new batteries in flashing lights on Beith, Town Hall, and Danker Roads, and Jensen Lane; and checked all Stop signs in the Township and Village on a weekly basis, and replaced damaged or missing ones.  The road crew also repainted crosswalks and turn only arrows at Wasco and Bell Graham Schools for the beginning of the school year; all Stop lines, crosswalks, center lines, and turn only arrows were painted throughout the Township and Village; cut and chipped up trees throughout the Township and Village due to storm damage of August 4, 2008; all road ditches were mowed in the Township and Village; weeds were trimmed around street signs, intersections, guardrails, and large culverts throughout the Township and Village; garbage was picked up along numerous roadways throughout the Township and Village; intersections were swept in the Township and Village on a weekly basis; continued to repair potholes with cold patch throughout the Township and Village; and continued maintenance on Township vehicles and equipment.                  

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated he turned in Campton Township’s assessment rolls on August 6th.  He lowered 99% of Campton Township residential properties assessed valuation between 6% and 7% because of the decline in property values in the slow real estate market.  He looks at sales of existing homes.  Sales are slow and prices lower.  Taxes are paid a year in arrears.  This assessment will be for 2008 taxes that are due in 2009.  His review of assessments will be for the value as of January 1, 2008, which will be paid in 2009.  However, the County has the final say over the numbers, and whether Kane County allows Campton Township’s assessed values to stand will be up to them.  The Kane County Supervisor of Assessments came out to Campton Township to make the case that we should ignore the declined values of 2006 and 2007, and use the higher values of 2005, 2006, and 2007 to assess Campton Township property.  Campton Assessor Rottmann stuck to his position of using the more current 2006 and 2007 values, but the County can overrule him and increase Campton Township assessed values.  If it does, everybody affected will get notified in writing and in newspapers by Kane County in four to eight weeks.  The letter from Kane County will give three values:

-        the 2007 assessed value that was the basis of taxes paid this year in 2008;

-        Campton Township Assessor Rottmann’s assessed value in 2008 for property taxes to be paid in 2009;

-        Kane Counties assessed value in 2008 for property taxes to be paid in 2009.

If residents do not agree with Kane Counties assessed value they have 30 days to appeal.     

     Solid Waste District – Absent.

     Staff Update on Open Space – Jack Shouba:  Township Botanist Shouba stated the Conservation Foundation is having a seminar at Wabaunsee Community College that Board members might be interested in attending.  Campton Township’s Kane County Board Representative Barb Wojnicki stated former Kane County Board Chairmen Mike McCoy is one of the speakers at the seminar.  He supported our open space program.  She plans to attend.  Botanist Shouba continued by reporting work on five open space areas.  At Corron Farm Huddleston-McBride repaired 50 feet of blown out drainage tiles; Prairie Doc workday was August 9th and we painted a fence and weeded our prairie garden; we continue to weed gardens, mow trails, spread mulch, clear rocks and stumps; prairie plants are showing up in newly seeded areas; planning has begun for the Annual Prairie Fest on Saturday October 18, from 2:00 p.m. to 5:30 p.m.  Volunteers are welcome.  We will have two groups providing music this year.  The next workday will be October 10th.  At the Headwaters Conservation Area we continue to weed, mow and inspect the park.  At Poynor Park we met with the contractor regarding areas such as erosion that need to be addressed before we sign off on the project.  We mowed around the pond area.  At Harley Woods we started planning for a small parking area that includes handicapped parking.  We worked on a plant inventory on newer additions to the site.  Witness Tree Native Landscapes cleared brush.  This was partly paid for by a grant.  At Anderson Park prairie plantings continue to improve; many plants are in bloom right now.    

     Village of Campton Hills – Patsy Smith:  Village of Campton Hills President Patsy Smith stated we will have our second annual Village Heritage Farm Fest at Campton Crossings shopping center Saturday September 6th all day.  This will include an expanded farmers market, stage events beginning at 11:00 a.m., games for the kids including a petting zoo and moonwalk, local vendors and exhibitors will be displaying and selling their wares, local restaurants will have their doors open and we’ll have a corn boil for most of the day, great acts and music is scheduled on stage featuring a number of our local residents.  The Evening Prairie Special Service Area is going through.  The residents choose to keep it.  We believe it will solve the water issues there. 

     Village of Campton Hills Police – written report:  Village of Campton Hills President Patsy Smith stated officers arrested three teenagers who were going into peoples’ garages.  Keep your car and garage doors locked to prevent crimes of opportunity. 

     Supervisor – Neal Anderson – Recognition of Service – Mary Ann Noren:  This was done at the beginning of the meeting. 

5. Approval of Minutes:

     a. Board Meeting July 8, 2008:  C. Boissonnas moved the Board approve the minutes of the meeting of July 8, 2008.  J. Kupar seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

6. Citizens Comments:  Clerk Johansen stated he was late to this meeting because he was preparing information to the Board about how to attend a number of events relating to township government.  He distributed the information to the Board and stated Township Officials of Illinois (TOI) is having it’s annual educational conference at the Prairie Capital Convention Center in downtown Springfield November 9-11, 2008.  The 2008 National Association of Towns and Townships (NATaT) Legislative Conference will be held September 30-October 1, 2008 in Washington, D. C.  This year Illinois is the featured state.  Finally, is an invitation to attend Local Officials Day at the DuQuoin State Fair, Saturday August 23, 2008. 

7. Planning Commission: Presentation from Lily Lake – Steve Zahn:  Plan Commission Chairman Morgan stated Steve Zahn of Lily Lake could not attend tonight.  We expect him to come to the next Plan Commission meeting.  J. Kupar stated we got our funding for the water study model to study the Stonefield development on Swanberg Road. 

9. New Business – Presentation and Discussion for Action:

     c. Review and Act Upon Presentation Sam Moose – Eagle Scout Project:  Township Administrator Glas stated he was unable to come tonight.  We need to table until next time.  J. Kupar moved the Board table agenda item 9. c. Eagle Scout Project.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     d. Review and Act Upon Resolution for Disbursement Account Harris Bank:  Township Administrator Glas stated we need a Resolution to approve Trustees Boissonnas and Stutesman as additional signatories on Township disbursements.  J. Kupar moved the Board approve the Resolution to make Christian Boissonnas and Tom Stutesman additional signatories on the Harris Bank NA account.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The Resolution passed. 

10. Claims and Demands for Payment:

     a. Town Fund:  C. Boissonnas moved the Board approve the claims and demands on the Town Fund.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     b. Open Space Fund:  J. Kupar moved the Board approve the claims and demands on the Open Space Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     c. Park and Recreational Fund:  None.

11. Executive Session – Land Acquisition and Review Executive Session Minutes:  C. Boissonnas moved the Board go into Executive Session for the purpose of discussing land acquisition and to review Executive Session minutes, and to include Township Administrator Glas in the meeting.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed and Executive Session began at 8:25 p.m. 

12. Approve Executive Session Minutes:  Supervisor Anderson reconvened the regular session.  C. Boissonnas moved the Board approve the minutes of the Executive Session of July 8, 2008.  N. Anderson seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.
