1. 2. 3. The December 11, 2007 Board meeting was called to order by Supervisor Anderson at 7:35 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy present.
4. Reports:
Sheriff – Wasco Substation Community Policing – Lt. Kramer: Lt. Kramer stated when the Kane County Sheriff relinquished territory to Campton Hills, the Sheriff went from 100 calls per month for this area, to 11 last month. They have only four subdivisions left here. The Sheriff’s speeding tickets are down. There were only four car accidents in the township.
Highway Commissioner – Sam Gallucci: Commissioner Gallucci stated before the snowfall we were working on crack sealing on the roads. That stopped with the snow. We have had four days of ice. Tonight ice is about one hour away, and he will leave the meeting after his report. This morning we had rain, but it froze in one hour, then it rained again. When that happens the rain removes the salt, so you have to go out again, and resalt. The price of salt went up from $31.00 a ton, to $51.00 a ton, because of the increase in fuel costs. Crack sealing was done on Fox Wood, Brookhaven, Lasso, Spur, North and South Trotter, and Timbergate Lanes; Abbey Glen, Bridle Creek, and Saddlebrook Drives; Carriage and Abbey Glen Courts; Stirup Avenue, and Robert Road. Plows and spreaders were installed on all trucks, and snow route markers were installed on all snowplow routes. The road crew plowed and salted on December 1st, 4th, 5th, and 6th. All road ditches were mowed for the season, continued pothole repair with cold patch, picked up garbage along numerous roadways, swept intersections on a weekly basis, checked all stop signs on a weekly basis and replaced damaged or missing ones, and continued maintenance on township vehicles and equipment.
Assessor – Alan D. Rottmann: Assessor Rottmann stated the deadline for assessment appeals was December 10th. Currently we have ten assessment appeals filed. He talked to taxpayers and put through 71 reductions. We will upgrade the security system at the Community Center from analogue to digital.
Solid Waste District – Greg VanZandt: Absent.
Staff Update on Open Space – Jack Shouba: Township Botanist Shouba stated we closed on the Motz property along Route 38, adding 55 acres to the Headwaters Conservation Area. We will research history, soils, check boundaries, and research the drain tiles. We took delivery on a new Bobcat for use on open space properties. Volunteer workdays continue at Corron Farm the second Saturday of each month. We made three presentations for grants that would be for Harley Woods, the Brown property along the Great Western Trail, and potential conservation easements. We are still waiting on a pending grant application for Harley Woods. A walk around the Headwaters Conservation Area after the recent snow did not reveal any snowmobile tracks, so our fencing seems to be working. We installed a new sign there with equestrian rules. Anderson Park had snowmobile tracks entering from three sides. On the west they entered by driving over an evergreen shrub and through an opening in the split rail fence right next to a “No Motorized Vehicles” sign. Both Anderson Park and township open space across Brown Road from the Park are crossed to get access to the Great Western Trail, where snowmobiles are apparently allowed even though signs read “no motorized vehicles”. Since the Forest Preserve District apparently does not consider snowmobiles to be motorized vehicles, and Campton Township does, we should install new signs stating that snowmobiles are not allowed on Township open space property. C. Boissonnas stated add No ATV’s to the No Snowmobile signs. He did not observe snowmobile tracks on Corron Farm.
Village of Campton Hills – Patsy Smith: Campton Hills Village President Smith stated the Village is working with Township Administrator Glas and the Highway District to get FEMA funds for residents whose property was damaged by last summer’s storm. She believes the Kane County Sheriff is grateful the Campton Hills Police are taking part of the Sheriff’s area so the Sheriff can move resources elsewhere. Campton Hills Police Chief Anderson informed her there were 10 deer versus car accidents in Campton Hills last month. Most of these were in the southern part of the Village. The petition to put a referendum question on the ballot asking whether to unincorporate the Village was not allowed on the ballot. The Judge will rule on the disconnection petitions in March.
Village of Campton Hills Police – Greg Anderson: Absent.
Supervisor – Neal Anderson: Supervisor Anderson wished everyone a happy holiday season and pointed out refreshments at the back of the room for everyone to enjoy. Be careful going home because of the ice on the roads. Otherwise it has been a slow month. The Community Center has been a great success for groups that want to use it. We are currently collecting updated information from everyone that is currently using the building. If you have a key please give Town Hall your updated e-mail and phone number.
5. Approval of Minutes:
a. Board Meeting November 13th, 2007: T. Stutesman moved the minutes of the meeting of November 13, 2007 be approved. J. Kupar seconded the motion. K. Judy asked for clarification of Township Attorney Noble’s opinion on page two that there was no problem with the Township owning property in another township. Township Administrator Glas stated that referred to land that is adjacent to Township land, and it is donated, not purchased. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.

8. Old Business – Presentation and Discussion for Action:
a. Eagle Scout Projects Final Report:
i. Ryan Tyrrell: Ryan Tyrrell gave the final report of his Eagle Scout project stating it consisted of completing kiosks at the Headwaters, Corron Farm, and Anderson Park. Total cost was $1334.00 with reimbursement of $279.00 needed. Planning began last year and it took 300 hours to complete.
ii. Eric Tyrrell: Eric Tyrrell thanked Mr. Shouba and Mr. Corron. His project consisted of clearing the path at Anderson Park for residents to use. In the spring they will burn the rest of it. It took 50 hours planning, 135 hours of work, and no cost to the township. Follow up could be plantings stated Township Administrator Glas. Mike Tyrrell stated he and Mrs. Tyrrell will donate a Swamp Oak tree for the site. Grandfather, Robert Tyrrell commented the scouts had a full page in the Elburn Herald newspaper.
iii. Tyler Shoup: Tyler Shoup reported he completed his project which consisted of building a Pine-Hurst shelter pavilion kit. It took two weekends to build with the help of 13 scouts and 8 adults. There was a total of 275 hours of planning and 165 hours of work. Pictures were taken of all three scouts as Supervisor Anderson gave the thanks of Campton Township for their work on behalf of Campton Township residents.
9. New Business – Presentation and Discussion for Action:
a. Review and Act Upon Proposed Meeting Dates for 2008: T. Stutesman moved the Board approve the proposed meeting dates for 2008 as presented. C. Boissonnas seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
b. Review and Act Upon Tax Levy Ordinance 07-03T: J. Kupar moved the Board approve Campton Township Tax Levy Ordinance No. 07-03T. T. Stutesman seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The Ordinance passed.
c. Review and Act Upon Tax Levy Ordinance Road District 07-04R: T. Stutesman moved the Board approve Road District Tax Levy Ordinance 07-04R. C. Boissonnas seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The Ordinance passed.
d. e. f. g. : Review and Act Upon Authorization for Supervisor to Enter into Contract to Purchase Conservation Easement for V-8 parcels 1, 2, 3, and 4: J. Kupar moved the Board approve authorization for the Supervisor to enter into contracts to purchase conservation easements on V-8 parcels 1, 2, 3, and 4. T. Stutesman seconded the motion. J. Kupar stated there is no mention of the right of first refusal in the contracts. Administrator Glas stated the attorneys will add that. J. Kupar asked have we done a phase one on any of these properties because the contracts require the township to indemnify them on any super fund issues. We assume liability unless we do a phase one. We need to do a phase one before we sign the contracts. Administrator Glas asked if we remove the super fund issue from the contracts would that satisfy? Answer was yes, removing paragraphs ten and eleven from the contract would satisfy, and otherwise we do an accelerated phase one on these properties before signing. Also we need the management plan attached to paragraph 5. c. J. Kupar moved to amend the motion by making Board approval subject to inserting the right of first refusal, deleting paragraphs ten and eleven or doing an accelerated phase one before signing, adding a management plan attached to Section 5 that is approved by Jack Shouba, and authorizing the Supervisor to make additional changes as needed. The amendment was seconded by T. Stutesmen. In a roll call vote on the amendment Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The amendment of the motion passed. In a roll call vote on the motion, as amended, Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion, as amended, passed.
h. Set Public Hearing for Amendment to Town Budget Ordinance January 8th, 2008 at 7:15 p.m.: K. Judy moved the Board set a Public Hearing for an Amendment to the Town Budget Ordinance for January 8th, 2008 at 7:15 p.m. T. Stutesman seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
i. Approve Executive Session Minutes: J. Kupar moved the Board move agenda item 9. i. to be agenda item12., and move agenda item 12. to become agenda item 13. The motion was seconded by T. Stutesman. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
10. Claims and Demands for Payment:
a. Town Fund: J. Kupar moved the Board approve the claims and demands on the Town Fund. T. Stutesman seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
b. Open Space Fund: T. Stutesman moved the Board approve the claims and demands on the Open Space Fund. J. Kupar seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
c. Park and Recreational Fund: None.
11. Executive Session – Land Acquisition and Review Executive Session Minutes: T. Stutesman moved the Board go into Executive Session for the purpose of discussing land acquisition and reviewing Executive Session minutes. The motion was seconded by J. Kupar. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed and Executive Session began at 8:35 p.m.
12. Approve Executive Session Minutes: Supervisor Anderson reconvened the regular session. T. Stutesman moved the Board approve the Executive Session minutes of November 13, 2007. J. Kupar seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye. Trustee Judy abstained. The motion passed.
13. Adjournment: J. Kupar moved the Board adjourn the meeting. T. Stutesman seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed and the meeting adjourned at 9.00 p.m.
