1. 2. 3.  The February 12, 2008 Board meeting was called to order by Supervisor Anderson at 7:35 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar and Boissonnas present.  Trustees Stutesman and Judy were absent. 

4. Reports:

     Sheriff – Wasco Substation Community Policing – Lt. Kramer:  Lt. Kramer stated there were not many criminal calls in the unincorporated area which excludes Campton Hills.  There was one burglary at the gas station at Routes 47 and 64.  There were five car accidents, 10 regular tickets, and 26 warning tickets.  Question is, is this report of value?  Should he continue the monthly Sheriff’s report?  Answer was yes.  Lt. Kramer continued, gun locks are available from the Sheriff and he can bring them to give away at township meetings.  These are for handguns.  Community policing policy is to reach out to the community.  The Sheriff has child I.D. cards for age 13 and under.  They will start doing car seat checks for kids.  The Kane County TRIAD Services for the elderly include education to prevent fraud or scamming.  There are winter car safety checks for seniors.  These services are listed on the Sheriff’s web site at www.kanesheriff.com 

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated we have been snowplowing just about every day.  We began at 3:00 a.m. last night.  Salt is short, not just in Campton.  DeKalb is completely out.  We have enough for the next three snow storms.  We are mixing salt with sand to make it go farther.  We don’t like to do that because we have to sweep it up later.  Salt is normally $42.00 a ton.  It was $111.00 a ton today, and it will probably be $150.00 a ton by next week.  The problem is the Mississippi River is frozen and salt in barges can’t get north.  We have 500 tons on the way.  The road crew plowed and salted on January 21, 22, 23, 24, 25, 26, 29, 31, and February 1, 5, and 6, throughout Campton Township, the Village of Campton Hills, and Campton Hills in Plato Township; repaired damaged mailboxes and posts throughout Campton Township and the Village of Campton Hills; continued to repair potholes with cold patch throughout Campton Township, the Village of Campton Hills, and Plato Township in Campton Hills; did road patrol throughout Campton Township and the Village of Campton Hills for standing water, drainage problems, potholes, and checked for culvert permits; checked all Stop signs in Campton Township and the Village of Campton Hills on a weekly basis and replaced damaged or missing ones; cut and chipped up storm damaged trees throughout the Village of Campton Hills; installed weight limit signs and post on Harley Road; installed 55 m.p.h. speed limit sign and post on Swanberg Road; and continued maintenance on township vehicles and equipment.  In Lily Lake the Road District contracted out to install two 25 m.p.h. Speed Limit signs and posts, a Bike Crossing and Arrow sign, an Entrance off Empire Road sign and post, a Weight Limit sign and post; and cold patching was done throughout the Village of Lily Lake.          

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated the 2007 assessments are done.  He is beginning the 2008 assessments. 

     Solid Waste District – Greg VanZandt:  Absent.

     Staff Update on Open Space – Jack Shouba:  Township botanist Shouba stated we have not heard from the State on our 2008 grant requests.  Representative Lindner is helping. 
We are working on three grant proposals for next year.  We have a volunteer coordinator Terry, and two young people that volunteered at our bonfire last time doing brush clearing.  We are gathering information on open space parcels including parking, etc., and setting up meetings with neighbors of open space in order for us to be good neighbors.  The Village of Campton Hills Police are patrolling open space now.  A snowmobile entered a gap in a fence at Corron Farm.  We have a grant from last year of $2000 to hire a restoration contractor for Harley Woods. 

     Village of Campton Hills – Patsy Smith:  Campton Hills Village President Patsy Smith stated the Village election is over.  The new Board won’t take office until the first meeting in May.  The Village has received 130 applications to be census enumerators.  According to the Census rules we need 190 applications before we can begin calling people in for interviews.  The Village received $9,500.00 in FEMA (Federal Emergency Management Agency) money for last summers storm damage, and we have turned it over to the Highway District.  Plan Commission Chairman Morgan asked what is happening in regard to the question of land annexing into the Village of Campton Hills?  Answer was a compromise is being worked out. 

     Village of Campton Hills Police – Greg Anderson:  Absent.

     Supervisor – Neal Anderson:  Supervisor Anderson stated the township is purchasing a mini dump truck to put brush and debris in.  Our Annual Town Meeting will be Tuesday April 8th at the Community Center in this room. 

5. Approval of Minutes:

     a. Board Meeting January 8, 2008:  J. Kupar moved the Board approve the minutes of the meeting of January 8, 2008.  C. Boissonnas seconded the motion.  At the Clerk’s request C. Boissonnas moved to amend  the minutes under Highway Commissioner’s report on page one from stating the grant is “$62,000” to read “$162,000”, and the matching total from stating “$124,000” to read “$ 324,000.99.  The amendment was seconded by J. Kupar.  J. Kupar moved a second amendment to strike the rest of the sentence after “yes”, on the 18th line from the top of page three.  The second amendment was seconded by C. Boissonnas.  In a voice vote on the first amendment Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesmen and Judy were absent.  The motion passed.  In a voice vote on the second amendment Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.  In a voice vote on the motion as amended, Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion, as amended, passed. 

6. Citizens’ Comments:  Clerk Johansen stated the TOI (Township Officials of Illinois) 2008 District 8 Education Program will be in Rockford this year.  If township officials have time it will provide valuable training for the work we do.  Also, Lorman Education Services has a seminar on April 4th at Countryside on Freedom of Information (FOI), and the Open Meetings Act.  And third, the Clerk offered information on the Emergency Responder program in regard to gas pipelines and other emergencies.  Brochures were provided. 

7. Planning Commission:  Plan Commission Chairman Morgan stated the Plan Commission met with Lily Lake Village President Jesse Heffernan and the Lily Lake Planning Commission Chairman for an update on the Canada Corners proposed development in Lily Lake.  It is 275 acres and has been renamed Huntington Ridge.  It includes a sewage lagoon system with land application of treated effluent.  They are close to finalizing their Comprehensive Land Use Plan.

8. Old Business – Presentation and Discussion for Action:

     a. Final Report on Eagle Scout Project – Sam Hillis:  Sam Hillis of Troop 10 reported on his Eagle Scout project which was to restore the 1908 hog house at Corron Farm.  Boards, nails, and hammers were donated by Jeff Hillis.  Barn sashes (windows) were purchased through Menards with the township allowance.  Scrapers were provided by Dave Corron.  Paint brushes and paint were donated by Chad from Sherwin-Williams.  Broken windows were removed and windows were replaced and painted.  Missing and rotted boards were replaced.  The exterior of the building was stripped and repainted to match the other buildings.  Total time spent was 42 days, 150 work hours were logged.  Total township money spent was $400, which stayed within budget by gathering outside donations.  Sam Hillis had his picture taken and was thanked by Supervisor Anderson and the Board. 

9. New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Proposed Eagle Scout Project at Corron Farm – Evan Reilly:  Evan Reilly of Troop 80 proposed his Eagle Scout project which is to build a 10 foot by 5 foot stone or wood raised garden at Corron Farm.  He can raise money and ask for donations.  The garden could be perennials, vegetable, herb, or heirloom.  Can the Township supply plants?  C. Boissonnas suggested native plants, or plants characteristic of a working farm.  J. Kupar suggested talking to Jerry Johnson of Garfield Farm for advise about appropriate plants.  J. Shouba stated we will need a spot with a lot of light for the plants.  He suggested placing the raised garden by the White House.  Administrator Glas stated staff will locate the garden.  Use rock or wood to look like the 1800’s.  There is a  large pile of stone at the Headwaters that would be free.  J. Shouba stated, or we could use limestone from Batavia to fit the 1800’s period.  C. Boissonnas stated he preferred stone.  He doesn’t think they used railroad ties for this back in the 1800’s.  Don’t use pavers because they are modern.  J. Kupar moved the Board approve Evan Reilly’s Corron Farm raised garden project and budget up to $500.00 if needed.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.

10. Claims and Demands for Payment:

     a. Town Fund:  J. Kupar moved the Board approve the claims and demands on the Town Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     b. Open Space Fund:  J. Kupar moved the Board approve the claims and demands on the Open Space Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     c. Park and Recreational Fund:  None.

11. Executive Session – Land Acquisition and Review Executive Session Minutes:  C. Boissonnas moved the Board go into Executive Session for the purpose of discussing land acquisition and reviewing Executive Session minutes, and include township botanist Jack Shouba.  The motion was seconded by J. Kupar.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed and Executive Session began at 8:30 p.m.

12. New Business – Approve Executive Session Minutes:  Supervisor Anderson reconvened the regular session at 9:00 p.m.  J. Kupar moved the Board approve the Executive Session minutes of December 11, 2007.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

13. Adjournment:  C. Boissonnas moved the Board adjourn the meeting.  J. Kupar seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed and the meeting adjourned at 9:05 p.m.
