1. 2. 3.  The January 13, 2009 Board meeting was called to order by Supervisor Anderson at 7:38 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy present.  Trustee Stutesman was absent.

4. Reports:

     Sheriff – Wasco Substation Community Policing – Lt. Kramer:  Lt. Kramer stated the Kane County Sheriff has less jurisdiction now then before because most of Campton Township is serviced by the Campton Hills Police.  Serious crime is down 5%.  There have been no fatal car crashes.  The part of Campton Township that is still covered by the Kane County Sheriff had 17 domestic violence calls, 3 burglaries, 8 burglaries to a motor vehicle, and 2 batteries.  The Kane County Sheriff has moved to the new jail.  K. Judy asked how many people are serviced now compared to before the village.  Answer was Campton Hills serves 12,000 people. 

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated two Saturdays ago the Highway District assisted the Kane County Emergency Management Agency in bagging 2200 sand bags with the help of the boy scouts. We saved extras for future use at the highway garage.  The road crew spent numerous days chasing drifts throughout Campton Township, and Campton Hills in Campton and Plato Townships; plowed and salted on December 3, 4, 5, 6, 8, 9, 10, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 26, and 27; widened all streets and intersections throughout Campton Township, and Campton Hills in Campton and Plato Townships; applied salt only on December 29, 30, and 31.  We will be out tomorrow because there will be blowing and drifting snow.  The new Magic Salt material is working well.  We mixed a little sand with it during the ice storm.  We continue to patrol roads throughout the Township and Village checking for drainage problems, pot holes, and culvert permits.  We continue to repair potholes with cold patch throughout Campton Township and the Village of Campton Hills.  The highway crew checked all Stop signs in the Township and Village and replaced damaged or missing ones.  We repaired a manhole on Old LaFox Road south of Burlington Road to alleviate flooding.  The road crew repaired damaged mailboxes and posts throughout the Township and Village.  Where snow comes off a plow taking out a mailbox, the Highway District will reimburse up to $100.00 to replace.  Ongoing maintenance on township vehicles and equipment was done by staff.  We repair all equipment in house rather then send it out.  Campton Township’s Kane County Board Representative Barb Wojnicki stated the road crew is doing a great job.  The roads are cleared well. 

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated the assessment appeals were finished last week.  There were 200.  This was his busiest year in 20 years.  He will now open the 2009 assessment books. 

     Solid Waste District – Becky Lambe:  Solid Waste Chairperson Lambe stated this is the first week of the new pick up day by Waste Management.  There have been only a few calls asking questions about this.  There was one mailing and three calls to inform residents about the new pick up day.  There is also a map of the areas picked up by day on the Township web site. 

     Staff Update on Open Space – Jack Shouba:  Open Space botanist Shouba stated parking areas at Anderson Park and the Headwaters Conservation Area are being plowed so these areas are accessible in winter.  Regarding the as yet unnamed open space across Brown Road from Anderson Park, the committee met and welcomed a new member John Winkates, and listened to a guest sharing information on boys’ baseball.  The committee is considering how best to preserve the natural features of the land such as prairie, wetland, and Mill Creek.  They are identifying various stakeholders and different open space possibilities, and thinking about what would be appropriate at this site.  At Corron Farm we have two quotes for repairs on the front porch of the main house, and hope to select a contractor soon so work can begin.  We are preparing a grant application for repairs to the White (hired man’s) House.  At Harley Woods we held a successful volunteer work day on December 13th where we cleared brush.  The next volunteer work day will be there the second Saturday of February.  We have prepared a management budget for the next fiscal year, and are working on budgets for the rest of the properties.  At Mongerson South a crew from JAD Treecycle, with chainsaws and a bobcat, spent several days removing and burning trees (mostly boxelder) along Route 38 and in the interior of the property.  JAD had cleared brush for us at Corron Farm a few years ago.  This is the first work we have done to improve the Mongerson Park property; the cost was about $10,000.  There is no news at Poynor Park

     Water Study Committee – John Kupar:  Water Study Committee Chairman Kupar stated we met with Elburn December 10th regarding the proposed Shodeen housing development next to our open space at the Headwaters.  Participants included Campton Township Plan Commission Chairman Morgan, Shaw Environmental which runs our water study model, the Village of Elburn engineer, and the Fish and Wildlife Service.  We ran our water study model and we believe there will be impacts on our wetland bank at the Headwaters from the Shodeen development.  Plan Commission Chairmen Morgan sent maps of our water study to them.  We expressed concerns about the effect of their development on our wetlands.  The ball is in their court.  The Village of E lburn said their engineering is not done yet so participation by the Army Corps of Engineers and the U.S. Environmental Protection Agency would be premature.  They are between the Concept Plan and the Preliminary Plan per Plan Commission Chairman Morgan. 

     Village of Campton Hills – Patsy Smith:  Campton Hills Village President Smith stated the Village is preparing to participate in the economic stimulus package when it occurs.  The Village Newsletter is coming out this week. 

     Village of Campton Hills Police – written report:  None.

     Supervisor – Neal Anderson:  Supervisor Anderson stated we are working on the next fiscal years budget which begins on March 31st.  Staff is working on the grand opening of Poynor Park which will be in May.  Mrs. Corron will turn 100 years old on Thursday June 4th, and we are planning a party for her on Saturday June 6th.

5. Approval of Minutes:

     a. Board Meeting December 9th 2008:  J. Kupar moved the Board approve the minutes of the meeting of December 9, 2008.  The motion was seconded by C. Boissonnas.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed.

7. Planning Commission:  Plan Commission Chairman Morgan stated Erin with the Village of Elburn will keep us in the loop regarding the Shodeen land development and will get us the preliminary plan when they get it.  This may be April or later.

9. New Business – Presentation and Discussion for Action:

     a. Discuss and Act Upon Co-Sponsored Organization Contract with Primary Leagues –   Administrator Glas stated the Parks were formed with a handshake originally and the leagues were putting thousands of dollars into the parks.  Then we made written contracts.  The Township stays out of scheduling because we don’t have staff for that.  We have representatives from some of the leagues here tonight. 

i. Wasco Diamonds Fast Pitch Softball:  Bill Morrow spoke for Wasco Diamonds stating the lawyer said the contract is for a four year term because that is the term of the Campton Township Board.  Waivers are prepared by the township attorney, and a certificate of insurance is attached to each contract.  J. Kupar stated there are typos that need to be changed – see # 8 for tweaking.  Administrator Glas stated we charge for each field they use but if the leagues do a capital improvement can the township waive the fee?  C. Boissonnas stated in the future we need the contracts a month ahead so there is time to consider questions.  Bill Morrow stated this year Wasco Diamonds Fast Pitch Travel Softball, age eleven and under, won the USSA National Championships.  C. Boissonnas moved the Board adopt the Wasco Diamonds Fast Pitch Softball contract for the 2009 to 2013 period pending review of the Campton Township attorney.  The motion was seconded by K. Judy.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed.

ii. Tri-Cities Soccer:  Bob Geiken spoke for Tri Cities Soccer.  J. Kupar moved the Board adopt the Tri-Cities Soccer contract for the 2009 to 2013 period pending review of the Campton Township attorney.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

iii. Tri-City Football:  Sean Connolly stated this program has 750 kids.  J. Kupar moved the Board adopt the Tri-City Football League contract for the 2009 to 2013 period pending review of the Campton Township attorney.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

iv.  St. Charles Junior Tennis Association:  This is basically Bell Graham and Wasco Schools.  Tim Matacio was absent.  C. Boissonnas moved the Board adopt the St. Charles Junior Tennis Association contract for the 2009 to 2013 period pending review of the Campton Township attorney.  K. Judy seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

v.  Wasco Girls Softball League:  Sue Sobieski was absent.  J. Kupar moved the Board adopt the Wasco Fast Pitch Girls Softball contract for the 2009 to 2013 period pending review of the Campton Township attorney.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kuper, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

vi.  Wasco American Legion Baseball League (2):  Coy Housman, President, spoke of behalf of Wasco American Legion Boys Baseball League.  J. Kupar moved the Board adopt the Wasco American Legion Baseball Leagues contracts for the 2009 to 2013 period pending review of the Campton Township attorney.  The motion was seconded by K. Judy.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed.   

      b.  Discuss and Act Upon Capital Improvement to Community Center and LaFox Fields by          Wasco Boys Baseball:  Coy Housman spoke for the Wasco American Legion Baseball Leagues giving their request for Board approval for them to make capital improvements at the Community Center and LaFox baseball fields consisting of fencing at both sets of fields.  J. Kupar moved the Board approve the request for capital improvements by Wasco American Legion Boys Baseball at the Community Center and LaFox baseball fields pending approval by the Campton Township attorney.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed.

      c.  Discuss and Act Upon Proposal for Engineering Drawings and Construction Management of Corron Farm Entrance:  K. Judy moved the Board table agenda item 9. c. C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed.

      d. Discuss and Act Upon Projects that May Qualify for Economic Stimulus Package:  N. Anderson stated think about capital improvement projects we might be able to do in cooperation with the Village of Campton Hills that would be candidates for the economic stimulus package.  Campton Hills President Smith stated everything has to be construction ready.  Mike Donahue with Midwest Windpower could make electric power here.  J. Kupar stated these projects have to be engineered ahead of time and shovel ready in 120 days.  Could be a hydro project at Lake Campton for electric power, for example.   

10. Claims and Demands for Payment:

     a. Town Fund:  C. Boissonnas moved the Board approve the claims and demands on the Town Fund.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

     b. Open Space Fund:  C. Boissonnas moved the Board approve the claims and demands on the Open Space Fund.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed. 

     c. Park and Recreational Fund:  Nothing.

11. Executive Session – Land Acquisition and Review Executive Session Minutes:  J. Kupar moved the Board go into Executive Session for land acquisition and to review executive session minutes.  Motion died for lack of a second. 

12. New Business – Approve Executive Session Minutes:  Nothing.

13. Adjournment:  K. Judy moved the Board adjourn the meeting.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye.  Trustee Stutesman was absent.  The motion passed and the meeting adjourned at 9:32 p.m.
