1. 2. 3. The July 12, 2011 Board meeting was called to order by Supervisor Kupar at 7:38 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Kupar and Trustees Boissonnas and Murphy present. Trustees Stutesman and VanZandt were absent.
4. Reports:
Sheriff – Kane County – Sgt. John Grimes: Sgt. Grimes was absent but the Sheriffs written report for Campton Township from June 20th to June 27th stated a suspicious person was reported on Empire Road, and suspicious autos were reported on Brierwood Drive, and Route 47.
Highway Commissioner – Sam Gallucci: Commissioner Gallucci stated call the Highway District if you have trees blown down by the recent storm. We will come and pick them up. The Highway District dug out culvert ends on Winchester Way, and removed gravel from ditches on Campton Hills and Harley Roads due to heavy rainstorms. We removed cornstalks from Harley Road ditches due to heavy rainstorms. The lot behind the Village of Lily Lake public building was mowed and Reed Road graded in the Village of Lily Lake. We removed 100 dead ash trees on Beith Road. Road preparation was completed for the 2011 slurry project, and No Outlet and Dead End Object Marker signs installed on Homeward Glen Drive. We opened and refilled a sinkhole on Bridle Creek Drive, and repaired a joint in a cross-culvert; filled in a storm drain with gravel, cold patch, and landscaped with soil and seed. The Highway District continued to chip up trees throughout Campton Township and the Village of Campton Hills due to storm damage; mowed all road ditches in the Township and Village; swept all small intersections in the Township and Village on a weekly basis; checked all stop signs in the Township and Village on a weekly basis and replaced damaged or missing ones; continued to patrol roads throughout the Township and Village for drainage problems, pot holes, and culvert permits; continued to repair potholes with cold patch throughout the Township and Village; and completed weed trimming around street signs, intersections, guardrails, and large culverts throughout the Township and Village. Ongoing maintenance of Township vehicles and equipment was completed in house by staff.
Assessor – Alan D. Rottmann: Assessor Rottmann stated he is still working on the 2011 quadrennial reassessment. It will be done in about six weeks. The storm took down a tree that damaged a parking lot light by the Community Center. It will be repaired shortly.
Solid Waste District – Barbara Boissonnas: No Report.
Financial Report – Louise McKay: Certified Public Accountant McKay stated the final financial statements from audit firm, Sikich LLP, are in the Board packet and are agenda item 9. c. for approval. Overall year to date actual, versus budget, are within budget for the Road District. In the Town Fund an unbudgeted expenditure for June occurred under the Park’s budget in the amount of $2,225.00 for the repair of the well pump at Anderson Park. The health insurance actual expenditures will be under budget for the year, even with an overall premium increase under 4%, due to an additional 10% cost being paid by the employees. The Quarterly Report for the Recovery Bond Loan due to Kane County by July 15th has been completed. Our bid for the project was under budget and the question was how to report if the full funds are not used. According to the Senior Water Resources Engineer of Kane County, Jodie Wolinik, who is in charge of project loans, there is language in the Intergovernmental Agreement (IGA) that it is not required to take the full amount requested and the funds would revert back to the County. The Township’s loan and payments would be adjusted in that situation or the Township could expand the scope of the project with the Counties approval. She will be attending the Ride in Kane meeting on July 15th where there will be a vote taken to increase the rider’s cost. The main server computer at Township offices is corrupting files and needs to be replaced. We have a quote for a new computer under agenda item 9.d.
Village of Campton Hills – President Patsy Smith: Absent.
Open Space Staff Report – Kristin Bilar: Open Space Coordinator Bilar stated our volunteer workday was July 9th at Anderson Park. J. Shouba and D. Morgan gave a presentation to staff on prairie plants and proper mulching/landscaping techniques. Volunteer workdays are the second Saturday of the month from 9:00 a.m. to noon. At Anderson Park the edges of the prairie garden beds and shrubs have been sprayed and will be mulched this week. Thistle in the prairie has been mowed, sweet clover and other weeds removed, trail repair has been done, willows are being cut from the pond near Brown Road, and we are mowing and weeding in garden beds, and collecting seeds. Some ash trees have been treated for the Emerald Ash Borer, others are too far-gone and will need to be replaced. The burned porta potties have been cleaned up. At Corron Farm the tool shed has been cleaned up. A lot of cleaning, trimming, weeding, and mowing preceded the “Old Wasco Days” event that was attended by approximately 200 people. We have collected hyacinth seeds and watered trees on a regular basis. We are waiting on a quote to fix electricity to the horse barn and we need a quote to fix the spring on the large tool shed garage door. At Gray Willows we finished the clean up of the corn crib and disposed of 30 tires without cost. We cut down mulberry and burning bushes. At Harley Woods we placed snake/amphibian boards in the woods and distributed mulch. A rare plant was found in a conservation easement. At the Headwaters Conservation Area sweet clover was removed, weeding was done near the park and parking lot islands, a dead honey locust tree was removed from a parking lot island, the dog pen was weeded, trails herbicided and wash outs repaired, and poison ivy and teasel sprayed along Route 38. At Mongerson Park a path was cleared to get a tractor back to the southwest corner, and the tractor was used to mow in the back corner and along Route 38. At Poynor Park picnic tables were fixed, parking lot islands weeded and additional plants put in from a donation, sweet clover and a dead shrub removed. At the Community Center blackberries were cut and herbicided, a dead tree removed, and garden beds weeded. There is no report on Brown Road Meadows, Town Hall or easements.
Joint Environmental Resource Management Committee – Rob Linke, John Kupar, Jack Shouba: J. Kupar stated there will be a star gazing event at Poynor Park August 20th.
Engineering Update – Poynor Park Project: See Supervisor’s Report.
Supervisor Report – John Kupar: Supervisor Kupar stated at the bid opening for the Poynor Park Drainage Improvement Project we received nine bids in response to the solicitation. The project was awarded to ENCAP, Inc. of Sycamore, Illinois. The winning bid was $62,790.00. The engineer’s estimate was $80,000.00, so this is a good price for the Township. We initiated our new investment strategy on July 7, 2011. The overall portfolio yield will be over 3% versus the 0.5% we were receiving under the old investment strategy. We are now orders of magnitude higher which gives the Township more income for maintenance of open space. These are fixed income FDIC insured investments.

9. New Business – Presentation and Discussion for Action:
a. Review and Act Upon Michael Reilly’s Final Report for his Eagle Scout Project at Harley Woods - Kiosk, Trail Extension, and Weed Removal: Eagle Scout candidate Michael Reilly gave the final report on his Eagle Scout project at Harley Woods by giving a power point presentation showing the project in progress. He recruited Boy Scouts of America (BSA) troop 80 and parents to assist him in completing the project that consisted of building a kiosk, creating a path for future visitors to take through the woods, and removing weeds. The kiosk will orient visitors on the directions to take through the woods. Before and after pictures of the kiosk were shown. Dames Rocket and other weeds were removed. A mile long dirt trail was cleared and mulched for visitors to follow. He spent $320.00 out of the $400.00 that was allocated for the project. Thirty-six people worked on it for a total of 221 hours. Michael Reilly received the thanks of the Board and the applause of the crowd. Pictures were taken.
b. Review and Act Upon Kevin Fortier’s Eagle Scout Project – Bird and Bat Houses at Corron Farm and Gray Willows: Eagle Scout candidate Kevin Fortier of BSA Troop 80 described his project to build bird and bat houses on Township open space to bolster dwindling populations of bluebirds and bats in our area. The cost will be about $200.00 to build nine birdhouses and three bat houses. He asked if funding could come from the Township. He listed the materials and costs needed to build the bird and bat houses, and described the assembly line construction of both types of houses by scouts. The birds and bats benefit because they get a place to call home. Campton Hills residents benefit because we see a rise in endangered bird and bat populations. He is looking for 10 to 15 scouts to build the houses and 5 to 7 to set up the houses in the parks. Birdhouses will be mounted on trees and against buildings with a few put up on poles. Bat houses will be mounted on poles at least 7 feet tall. All scouts will wear safety goggles and be shown proper use of tools. Projected completion is for the fall in September or October. Supervisor Kupar, Assessor Rottmann, and Trustee Boissonnas stated they would provide the necessary funds. J. Kupar thanked scout Fortier on behalf of the Township and stated he looked forward to seeing him in the fall.
c. Review and Act Upon Accepting the Township’s Audited Financial Statements from Sikich for Fiscal Year 2010-2011: C. Boissonnas moved the Board accept the Township’s audited financial statements from Sikich for fiscal year 2010-2011. The motion was seconded by E. Murphy. In a roll call vote Supervisor Kupar and Trustees Boissonnas and Murphy voted aye. Trustees Stutesmen and VanZandt were absent. The motion passed.
d. Review and Act Upon Purchase of New Server/Computer for Town Hall/Admin Office: C. Boissonnas moved Campton Township purchase a Dell OptiPlex 990 Mini Tower for a price not to exceed $950.00 to follow the specifications stated by Mark Rake. The motion was seconded by E. Murphy. J. Kupar stated the computer is old. Mark Rake recommends we replace one computer a year. In a roll call vote Supervisor Kupar and Trustees Boissonnas and Murphy voted aye. Trustees Stutesman and VanZandt were absent. The motion passed.

Boissonnas moved the Board go into Executive Session for the purpose of reviewing Executive Session minutes, attorney applications, and include Assessor Rottmann and Highway Commissioner Gallucci in the meeting.
