1. 2. 3. The July 14, 2009 Board meeting was called to order by Supervisor Kupar at 7:40 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt present.
4. Reports:
Sheriff – Wasco Substation Community Policing – Lt. Kevin Williams: Absent.
Highway Commissioner – Sam Gallucci: Commissioner Gallucci stated we continue to have drainage issues in Fox Mill with manholes. Some layers were off center by six inches to one foot. Everything is well documented. We have a camera we snake through to see everything. There are areas that contain road collapses along sewer lines, mainly in the Farmstead, that are seven feet deep. This is the tip of the iceberg. They used the same company throughout Fox Mill. Our work was unbudgeted but we have a legal obligation to maintain the roads. In Fox Mill, Kane County inspected this and approved it with the prior road commissioner. The company that installed this is out of business. G. Van Zandt stated Kane County should have liability because Phil Bus and the Kane County Development Department approved it. Commissioner Gallucci continued Harley Road is soon to be paved. In Campton Township and the Village of Campton Hills all road ditches were mowed; weeds were trimmed around street signs, intersections, guardrails, and large culverts; intersections were swept on a weekly basis; Stop signs were checked on a weekly basis and damaged or missing ones replaced; potholes were repaired with cold patch; and roads were patrolled for drainage problems, potholes, and culvert permits. We mowed the rear lot behind Lily Lake’s public building off Empire Road for the Village of Lily Lake; applied shoulder gravel on Deer Run Drive and Campton Trails Road; cleaned out all storm drains in Fox Mill; and repaired the shoulder on Phar Lap Drive and McDonald Road for the Village of Campton Hills in Plato Township. We replaced 21 failed culverts throughout the township and started and finished road and drainage projects that consisted of digging out culvert ends, culvert opening, replacing culverts, catch basins, dirt, gravel and shaping ditches for installing matting, rip/rap, 3” to 4” drain tiles, shoulder gravel and landscaping with dirt and seed on Woodland, Campton Hills, Beith, Garfield, and Brown Roads; Ravine, Bridle Creek, Palomino and Whitney Drives; Ivy, Audubon, Privet, Willow Brook, Farview and Mare Courts; Sunset, Echo Valley, and Trotter Lanes; and Kings Mill Boulevard. Ongoing maintenance on township vehicles and equipment was performed in house by staff.
Assessor – Alan D. Rottmann: Assessor Rottmann stated he is still meeting with taxpayers regarding their 2009 assessments. He will turn in his books to Kane County in September which is six weeks late in order to give more taxpayers time to meet with him so they can determine whether to appeal their 2009 assessments.
Solid Waste District – Barbara Boissonnas: Nothing.
Staff Update on Open Space – Jack Shouba: Open Space Development Coordinator Shouba stated at Corron Farm the plans for the new entrance and parking lot have been submitted to KDOT (Kane County Department of Transportation), the new roof is being installed on the horse barn and smaller buildings, we are removing burdock, thistles, and garlic mustard from the savanna, and wild chervil, multiflora rose and garlic mustard from the woods. We are mowing trails and will have an arborist look at ash trees. At the Headwaters Conservation Area we continue mowing and weeding, and we removed teasel from along Route 38. Staff worked on preparations for new overhead doors on the storage building. At Poynor Park we met with the engineer and contractor to assess drainage issues, softball field grading and turf problems, and to discuss possible solutions. At Harley Woods we are working on plans for an entrance and parking lot. We are required to have handicapped access. ATV’s have used the woods and someone dumped landscape waste on the trail. We cleaned up the landscape waste and placed fence posts and signs at the entrance. At Mongerson Park we inventoried plants and assessed conditions at the south end. At Anderson Park staff and volunteers are weeding the prairie beds. The volunteer workday is always the second Saturday from 9:00 a.m. to noon, or July 11th this month. We planted three flats of prairie grasses and mowed areas where thistles and clover were very thick. Here at the Community Center we weeded the prairie garden and at Town Hall we trimmed bushes and weeded the grounds. Campton Township’s Kane County Board Representative Bard Wojnicki stated she visited Corron Farm recently and everything is in bloom. It is just beautiful.
Village of Campton Hills – Patsy Smith: Village of Campton Hills President Smith stated the Campton Hills police caught the three individuals who they believe were doing car burglaries. The Campton Hills Farmers Market had a presentation on how to get rid of Japanese beetles. There were a lot of people there for that. Representative Foster will be at next Saturday’s Farmers Market. The National Night Out Against Crime will be August 4th.
Supervisor – John Kupar: Supervisor Kupar stated the preliminary work we need to apply for grants on the White House (hired man’s house) kitchen replacement has been completed. Dahlquist architects submitted the site plan, interior drawings, and budget for the proposed historic kitchen at Corron Farm. On Swanberg Road, Dan with Shaw Environmental reported they ran the ground water model and are working through a few things before they provide the final report. We are working with Kane County Emergency Management on disaster preparedness for Kane County by filling out the emergency plan headcount for a swine flu outbreak, as there is a possibility of it returning in the fall. We met with the league and contractor at Poynor Park on grading and drainage issues as some of the fields are not holding up well. Staff spoke to Cooling Landscaping to discuss the leaking water line at the Headwaters. We will obtain quotes on repairing the water line to the dog exercise area. We are working on a committee with the Village on green infrastructure. The water at Anderson Park was tested by the County and is O.K. Finally, Supervisor Kupar stated he attended Supervisor training that was given by Township Officials of Illinois.
5. Approval of Minutes:
a. Board Meeting June 9, 2009: T. Stutesman moved the minutes of the meeting of June 9, 2009 be approved. C. Boissonnas seconded the motion. R. Lambe moved the motion be amended to strike the sentence “Some of the things the Village of Campton Hills is doing, the Plan Commission does not like”, under agenda item 7. Plan Commission. C. Boissonnas seconded the amendment of the motion. In a voice vote on the amendment Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye. Trustee Van Zandt abstained because he was absent at that meeting. The amendment of the motion passed. In a voice vote on the motion Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye. Trustee Van Zandt abstained. The motion, as amended, passed.

Boissonnas moved the Board change the order of agenda items 9 (a) through 9 (m) to the following: (b), (j), (d), (e), (f), (h), (g), (l), (a), (i), (k), (m), and move agenda item 9 (c) to Executive Session. The motion was seconded by T. Stutesman. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
b. Discuss and Act Upon Request from Wasco Fast Pitch Softball – Poynor Park: Melissa Baumgartner spoke for Wasco Fast Pitch Softball asking for a reduction in their lease from $3000 to $1000 because they are a small not for profit and their numbers are down this year. They request a reduction of $2000 in the lease field use fee for 2009. Per L. McKay, township CPA (Certified Public Accountant), if we give this we will have to find $2000 elsewhere. Per C. Boissonnas, we didn’t give the requested reduction to Boys Baseball. Per Township Administrator Glas, Boys Baseball is huge. It’s thousands of kids. Girls Fast Pitch is 225 kids. Per J. Kupar, we need a couple thousand dollars in improvements to the fields. Would you be willing to do sweat equity to solve this? M. Baumgartner stated she would take it to the Board. T. Stutesman moved the Board table agenda item 9. (b) until next months meeting. The motion was seconded by G. Van Zandt. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
j. Discuss and Act Upon Village of Campton Hills Heritage Days: Linda Bauman, Chairperson of the Community Relations Committee of the Village of Campton Hills spoke on behalf of the Village’s third annual Heritage Farm Fest. She stated the event is proposed for Anderson Park from 8:00 a.m. to 7:00 p.m. on Saturday September 19, 2009. The purpose is to bring area residents together for a day of outdoor family fun beginning with the Farmers’ Market which will be moved to Anderson Park for that one day. There will be booths featuring local businesses and community organizations, a petting zoo, games, an inflatable moonwalk, and stage acts featuring local musicians and dancers. Food will be available for purchase from area restaurants and organizations who will provide their own health permits and insurance. Also the Village of Campton Hills has its own event insurance. Layout of booths, stage, etc. to be approved by Jack Shouba and Dave Corron. The Village will deposit $500 with Campton Township which will be refunded when the park is returned to its original condition. Garbage service to be provided by Campton Township but the Village Community Relations Committee will have volunteers who will pick up trash on Saturday night or early Sunday morning. The Village would like to use the three port-o-potties currently in place, but also provide one or two more units. Contacts for the Community Relations Committee are Linda Bauman, Sue Windland, and Karen Dowd. Campton Township Administrator Glas stated Campton Township will have its own Prairie Fest sometime in September so the Village and the Township should cooperate to help each other. Township staff will work with Village committees to try to help each other as much as possible. J. Kupar stated the township should be named additional insured for this event. Yes, stated Sue Windland of the Village committee. P. Smith, President of the Village of Campton Hills, stated maybe we could hire a bus that would take residents on a tour of all Campton Township open space. T. Stutesman moved the Board accept the Village of Campton Hills proposal for a Heritage Farm Fest at Anderson Park on Saturday September 19, 2009. The motion was seconded by G. Van Zandt. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
d. Discuss and Act Upon Proposals for Foundation Work at Town Hall: Administrator Glas stated the stone foundation wall on the north side of Town Hall has started to bow out and crumble at one point. The township is committed to preserving Town Hall at the local and national level because it is on the National Historic Register. Mark Van Kirkoff, Kane County Building Department Director, looked at the foundation and stated this is an emergency repair. We have several competitive quotes for repair with more to come in. Any removal or alteration to any exterior materials of the building must be approved by the Kane County Historic Commission. Ray Weber, Campton Township Open Space Operations Manager, stated the building has no gutters. That is one reason the foundation is settling. Also there are probably no footings. The problem is the foundation stone is old and brittle and water from the roof freezes and expands causing problems on the ground. The higher quote would install drain tile to take water away from the foundation. His crew would seal the front of the building with caulk. G. Van Zandt asked why are there no gutters? Answer was to keep the historical look. J. Kupar stated we have two more bids coming in. Let’s have Mark Van Kirkoff with the County evaluate all the bids. C. e. Discuss and Act Upon Recommendation for Temporary Office Space: C. Boissonnas stated we have two issues with respect to office space, one short term, and one long term. Short term we need office space during any repairs to Town Hall. Long term we may need larger office space. J. Kupar stated our options are incomplete for now. We could use a trailer for temporary office space. We need more options for our next meeting. C. Boissonnas moved the Board table agenda item 9. e. T. Stutesman seconded the motion. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
f. Discuss and Act Upon Annexation of Motz Farm, Corron Farm, and Mongerson Farm Open Space into the Village of Campton Hills: Attorney Kathleen Judy stated these annexations will allow the Campton Hills police to patrol Campton Township open space at these three properties. J. Kupar stated Campton Township is the property owner. A good portion of Campton Township open space is already in the Village of Campton Hills and this will provide us with police protection on all our open space. J. Shouba stated to protect the projected Corron Farm museum we will be able to go through the Village instead of the County. C. Boissonnas stated it makes sense for us to have as much of our open space under the same set of rules as possible. J. Kupar moved:

R. Lambe seconded the motion. In a roll call vote on the Resolution Supervisor Kupar, and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The Resolution passed.
J. Kupar moved:
NOW THEREFORE BE IT RESOLVED THAT the township Board hereby resolves and authorizes the Campton Township Supervisor to file a petition to annex the Open Space property known as Mongerson Farm having P.I.N.’s: 08-35-200-013, 08-35-400-002, 08-36-100-014, and 08-36-300-001, contiguous to the Village of Campton Hills as set forth in the Petition for Annexation to the Village of Campton Hills, attached hereto and incorporated herein.
C. Boissonnas seconded the motion. In a roll call vote on the Resolution Supervisor Kupar, and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The Resolution passed.
J. Kupar moved:
NOW THEREFORE BE IT RESOLVED THAT the township Board hereby resolves and authorizes the Campton Township Supervisor to file a petition to annex the Open Space property known as Motz Farm having P.I.N.’s: 08-33-100-008 and 08-33-100-014, contiguous to the Village of Campton Hills as set forth in the Petition for Annexation to the Village of Campton Hills, attached hereto and incorporated herein.
G. Van Zandt seconded the motion. In a roll call vote on the Resolution Supervisor Kupar, and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The Resolution passed.
h. Discuss and Act Upon Proposal for Removal of Basement Toilets/Septic Community Center: Administrator Glas stated the toilets in the basement are old and pitched the wrong way. Cast iron is leaching ground water up into the toilets. The solution is to disconnect the toilets from the septic. We don’t use them anyway. We have toilets upstairs. To solve the problem we propose to cut off, cap the system, and use a check valve. G. Van Zandt moved the Board accept the proposal of A. E. Frasz, Inc. of July 6, 2009 to reconfigure the sanitary discharge line from the Community Center building to the septic tank for the amount of $1740.00. The motion was seconded by T. Stutesman. In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
g. Discuss and Act Upon Repair for Upper Level of Corron Farm Front Porch: C. Boissonnas moved the Board accept the proposal of Red Post Construction, Inc. dated July 2, 2009 to repair the upper front porch balustrade of the Corron Farm upper front porch for the amount of $3600.00. The motion was seconded by G. Van Zandt. In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
l. Discuss and Act Upon the Formation of a 7 member Joint Environmental-Resource Management Commission with Members from both Campton Township and the Village of Campton Hills with the Purpose of Drafting Environmental Management Policies: G. Van Zandt moved the Board appoint John Kupar, Jim Morgan, and Jack Shouba as Campton Township’s members of the Joint Environmental-Resource Management Commission. The motion was seconded by R. Lambe. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.
C. Boissonnas moved the Board table the remaining items on the agenda (a.) (i.) (k.) (m.) for time concerns and because we have claims and demands and Executive Session remaining. The motion was seconded by G. Van Zandt. In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed.

11. Executive Session – Review Executive Session Minutes, Land Acquisition: T. Stutesman moved the Board go into Executive Session for the purpose of reviewing Executive Session minutes, discussing land acquisition, and include agenda item 9. c. Discuss Proposed Projects for Open Space with Kathleen Judy, and include township Administrator Glas. The motion was seconded by C. Boissonnas. In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Lambe, and Van Zandt voted aye. The motion passed and Executive Session began at 9:40 p.m.
12. New Business Continued – Approve Executive Session Minutes: Supervisor Kupar resumed the regular session at 10:45 p.m. T. Stutesman moved the Board approve the Executive Session minutes of May 12, 2009, and June 9, 2009. B. Lambe seconded the motion. In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe, voted aye. Trustee Van Zandt abstained because he was absent for these Executive Sessions. The motion passed.
