1. 2. 3.  The July 8, 2008 Board meeting was called to order by Supervisor Anderson at 7:35 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Boissonnas and Stutesman present.  Trustees Kupar and Judy were absent. 

4. Reports:

     Sheriff – Wasco Substation Community Policing – Lt. Kramer:  Absent.

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated the next brush pick up will be the first week of August north of Route 64, and the second week of August south of Route 64.  The road crew installed new culverts for overlay preparation for the 2008 road project on Citation Ln. and Fareno Drs. at Whirlaway Dr., on Chateaugay Ln. at Citation Ln., on Beith Rd. at Mare Ln., on Citation Ln., and on Colt Dr.  We still have eleven culverts to replace.  We removed a non-functional culvert on Campton Hills Road and Citation Lane; checked all Stop signs on a weekly basis in Campton Township and the Village of Campton Hills, and replaced damaged or missing ones; patrolled roads throughout the township and Village looking for drainage problems, pot holes, and checking culvert permits; applied shoulder gravel on Bolcum Rd. in preparation for the 2 inch overlay of this year’s road project; cut and chipped up damaged trees throughout the township and Village due to storm damage; swept intersections in the township and Village on a weekly basis; trimmed weeds around street signs intersections, guardrails, and large culverts in the township and Village; picked up garbage along numerous roadways throughout the township and Village; continued to repair potholes with cold patch throughout Campton Township, and the Village of Campton Hills in Campton and Plato Townships; mowed all road ditches in Campton Township, the Village of Campton Hills in Campton and Plato Townships; continued maintenance on township vehicles and equipment; repaired the large doors at the Headwaters Conservation Area building; and improved the intersection of Anderson and Campton Hills Road with signage and a flashing yellow light for safety.  The Road District contracted out to add four tons of gravel for grading and mowing that was done on Reed Road ditches for the Village of Lily Lake. 

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated he is in the process of reviewing all parcels in Campton Township.  The majority of assessed values of residential parcels will be reduced from 5% to 15%, for an average of 10%, due to declining values in the slow real estate market.  However, Kane County has the final say over the numbers, and whether Kane County allows our assessed values to stand will be up to them.  We will close our books in August.

     Solid Waste District – Greg VanZandt:  Absent.

     Staff Update on Open Space – Jack Shouba:  Township Botanist Shouba stated we completed all inventory and restoration work paid for by our $2000 grant and will submit our report so we can be reimbursed by the State.  Township personnel met with neighbors of Anderson Park to discuss our good neighbor policy regarding parking, fences, boundaries, signage, natural area management, weeds, and ATV and snowmobile access.  The boundaries are not clear.  We may be able to locate boundary markers with a metal detector, but if not, it may have to be surveyed.  At the Headwaters we continue to mow the horse trail, we repaired the leak in the water supply to the hydrant, Army Corp and V3 completed their inspection of the wetland mitigation bank, we added new play chips to the playground area, and Denise Morgan has been weeding the landscaped areas.  At Corron Farm the volunteer workday is the second Saturday from 9:00 a.m. to noon.  All are invited.  On June 28th Evan Riley led a crew of Scouts as they constructed a raised bed of prairie plants near the White House.  Ken Johnson and others continue to mow areas planted in prairie and savanna.  The new driveway and handicapped parking has been installed.  Denise has been pulling garlic mustard in the woods.  At Mongerson Park a sign identifying the property as Township open space has been installed near Route 38.  Poynor Park has been mowed by the contractor, but we will take over mowing next week.  We have mowed the prairie plantings.  A meeting with park neighbors has been scheduled for July 16th at 7:30 p.m. at the Community Center.  The purpose of the meeting is to update neighbors on the status of the park and to solicit input on how we can all be good neighbors.      

     Village of Campton Hills – Patsy Smith:  Absent.

     Village of Campton Hills Police – written report:  Supervisor Anderson read the report which stated residents are taking advantage of vacation checks in increasing numbers.  When they go on vacation they inform the Campton Hills Police.  The Police check the houses to be sure everything is O.K.  Eighty-two homes are on the list as of today. 

     Supervisor – Neal Anderson:  Supervisor Anderson stated staff has been conducting meetings with neighbors of our parks and open space to keep lines of communication open.  Our audit should be completed by the end of the month.  The outside of the Community Center was painted this month and it looks great.

5. Approval of Minutes:

     a. Board Meeting June 10, 2008:  T. Stutesman moved the Board approve the minutes of the meeting of June 10, 2008.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Boissonnas and Stutesmen voted aye.  Trustees Kupar and Judy were absent.  The motion passed. 

6. Citizens’ Comments:  Kathy Reilly of 41W809 Bowgren Drive stated they need a Stop sign because there have nearly been a couple of accidents near her house.  Highway Commissioner Gallucci stated by State law we can’t use a Stop sign to control speed.  To do that we need a traffic count over seven days.  But a Yield sign for a cross street to yield to the main road can be done, no problem.  He will look into it.  Pat Kane of Echo Valley Rd. stated they can see the sign for the Harley Woods open space.  They are curious if we need people to get involved there.  Township botanist Shouba stated we recently had a meeting with the neighbors.

7. Planning Commission:  Plan Commission Chairman Jim Morgan stated the historic Bryan Kendal house was moved to the old village of LaFox.  They are working on an addition to make it marketable.  Historically it’s an 1840 homestead house.  The County’s 2030 Plan is going through an update process.  The access road at our new Mongerson Park is at least five years out because the slow housing market will slow the land developers activity there. 

8. Old Business – Presentation and Discussion for Action:

     a. Presentation – Final Project Report at Corron Farm – Evan Riley:  Scout Evan Reilly summarized his Eagle Scout project by stating he organized 25 volunteers at historic Corron Farm on June 28th to build a historically accurate 19th century raised prairie garden.  It incorporated native plant species specific to the 1830’s including Butterfly Weed, Purple Coneflower, American Columbine, Wild Onion, and Sweet Black Eyed Susan.  Local vendor, Landscape Material and Supply, Inc., lowered their price for materials by $150.00.  The township’s budgetary help was reduced from $500.00 to $300.00 for 90 stones, two tons of dirt, and glue.  Jack Shouba donated the prairie plants.  Evan thanked the Campton Township Board, and Julia Glas, and Jack Shouba, of Campton Township, the scouts of Troop 80, Duane Matias of Landscape Material and Supply, and especially Dave Corron of Corron Farm.  The project took 145 hours work all together. 

     b. Review and Act Upon Ride in Kane:  Supervisor Anderson stated Campton Township proposes to partner with the Kane County Paratransit Council to help implement the Ride in Kane program by providing local matching funds for senior, disabled, and low income individuals rides to jobs, doctor’s appointments, etc.  Administrator Glas stated the question is how much?  She suggested we put $1000.00 in and see how it goes.  C. Boissonnas stated he did not think that enough.  Let’s start with $2000.00.  T. Stutesman moved the Board approve  Campton Township’s participation in the Ride in Kane program with a $2000.00 initial pledge.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed. 

9. New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Appointment to Solid Waste District:  T. Stutesman moved the Board appoint Barbara Boissonnas a Trustee of the Solid Waste District.  The motion was seconded by C. Boissonnas.  In a voice vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed.  Administrator Glas stated she forgot the oath so we will have to swear her in at the next meeting.  We will also have an appointment to the Plan Commission  at that time so we can swear both in then. 

10. Claims and Demands for Payment:

     a. Town Fund:  T. Stutesman moved the Board approve the claims and demands on the Town Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed. 

     b. Open Space Fund: T. Stutesman moved the Board approve the claims and demands on the Open Space Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed. 

     c. Park and Recreational Fund:  None.

11. Executive Session – Land Acquisition and Review Executive Session Minutes:  T. Stutesman moved the Board go into Executive Session for the purpose of discussing land acquisition and to review Executive Session minutes, and include Administrator Glas and Township botanist Shouba in the meeting.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed and Executive Session began at 8:25 p.m. 

12. Approve Executive Session Minutes:  Supervisor Anderson reconvened the regular session.  T. Stutesman moved the Board approve the Executive Session minutes of April, May, and June, 2008.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed. 

13. Adjournment:  C. Boissonnas moved the Board adjourn the meeting.  T. Stutesman seconded the motion.  In a voice vote Supervisor Anderson and Trustees Boissonnas and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed and the meeting adjourned.
