Oath of Office:  Judge Karen Simpson swore in the following Campton Township officials for their new term of office: John Kupar, Supervisor, Richard Johansen, Clerk, Thomas Stutesman, Christian Boissonnas, Rebecca Lambe, Trustees, Alan Rottmann, Assessor, and Sam Gallucci, Highway Commissioner.  Greg Van Zandt was absent and was sworn in at a later date as Trustee. 

1. 2. 3.  The first meeting of the new Board was called to order by Supervisor Kupar on June 9, 2009 at 7:40 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe present.  Trustee Van Zandt was absent. 

4. Reports:  T. Stutesman moved the Board move the Village of Campton Hills report up to first on the agenda.  The motion was seconded by R. Lambe.  In a voice vote Supervisor Kupar, and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

     Village of Campton Hills – Patsy Smith:  Village of Campton Hills President Smith stated the Village moved their police report to the second meeting of the month so it will be delayed here until next month.  The Village Plan Commission will review the proposed Norton Lakes housing development June 16th at 6:30 p.m. in this room at the Community Center.  The Village objected to school district plans in Blackberry Township that are within the one and one half mile planning jurisdiction of the Village of Campton Hills.  They are not opposed to the plan, they just want to improve it.  They objected to five conditions including three wetlands they thought should be maintained.  Kathy Judy contacted the Village about annexing Corron Farm back into the Village so it can provide police protection there.  The Village would like to form a joint environmental committee with Campton Township to work with Rob Lemke to identify wetlands and groundwater recharge areas.  T. Stutesman asked about houses where grass is too long?  There are a number of foreclosed houses that need the grass cut.  Answer was the Village has a nuisance ordinance for grass that is longer then 10 inches.  Call Chris Raneri with the Village and make a complaint.  C. Boissonnas asked did the Ride in Kane program get funding?  The Township and Village agreed to participate.  Township Administrator Glas stated the matching funds are not finalized yet.        

     Sheriff- Wasco Substation Community Policing – Lt. Kevin Williams:  Lt. Williams stated he is taking the place of Lt. Kramer for our meetings, and he is Chairman of Triad for central Kane County.  This is made up of senior service providers.  It works to keep seniors safe.  If Campton Township is interested in participating send him an e-mail at williamskevin@co.kane.il.us 

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated the biggest concern is grant money to help with overlays on roads.  Money for asphalt should be available in the stimulus package.  The second problem is road collapses along sewer lines in Fox Mill.  Some are five feet deep.  This is primarily in the Farmstead.  The developer turned everything over to the homeowners association.  The road crew completed brush pick up south of Route 64 and the Village of Campton Hills in Plato Township; they cut and chipped trees on Campton Hills and Pine Hills Roads due to wind damage; trimmed back trees on Fair Oaks Road; dug out bad spots on Fair Oaks Road and replaced them with gravel; dug out ditch and culvert ends on Osage Drive and Overcup Court; installed a new culvert on Whitney Road; installed new batteries for flashing lights on Beith Road, Campton Hills Road at Anderson Road, Brown Road at OldLaFox Road, Jens Jensen Lane, and Denker Road for safety concerns; swept intersections in Campton Township and the Village of Campton Hills on a weekly basis; checked all Stop signs in Campton Township and the Village of Campton Hills on a weekly basis and replaced damaged or missing ones; continued to patrol roads throughout Campton Township and the Village of Campton Hills for drainage problems, pot holes, and culvert permits; continued to repair potholes with cold patch throughout Campton Township and the Village of Campton Hills; performed ongoing maintenance on township vehicles and equipment in house by staff; and built and hung a furnas filter housing for heater in building A.

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated he is currently meeting with taxpayers regarding their 2009 assessed property values.  He told the County he will turn in his books later then last year to give taxpayers more time to meet with him.  Kane County will roll over last years values into this year, rather then reducing them to take account of declining property values, unless taxpayers come in to see him with recent comparable sales that will justify an assessment reduction. 

     Solid Waste District – Barbara Boissonnas:  Solid Waste District President Boissonnas stated she expects the contract with Waste Management to be approved by next meeting.

     Staff Update on Open Space – Jack Shouba:  Open Space Development Coordinator Shouba stated at Corron farm the front porch restoration is completed, we roofed and repaired the chicken feed house, we are mowing trails/firebreaks, and we are working to install a septic system for gray water, which must be done before we can build a parking lot.  At Harley Woods Witness Tree Native Landscapes has been removing Garlic Mustard and Dames Rocket, and applying herbicide to woody resprouts.  At the Headwaters Conservation Area Kane County historic preservation inspected the former Motz house and reported it has little historic significance, has structural problems, and would need a new septic system.  We are fixing up the garage so we can use it for vehicle storage and maintenance.  The Brown Road Parcel committee had discussions with baseball and soccer leagues.  Our next monthly volunteer work day will be at Anderson Park at 9:00 a.m. Saturday, June 13th.  We planted Viburnum shrubs along the border to shield neighbors from the nearby baseball diamond.  Volunteers have been weeding the prairie beds.  John Kupar and Jack Shouba met with representatives of Campton Hills to discuss the best way to inventory and preserve green infrastructure such as natural areas, water recharge areas, wetlands, and floodplains.  The Village is getting a grant and the township is sharing information. 

     Supervisor – John Kupar:  Supervisor Kupar stated the 100th birthday celebration for Mrs. Corron was a big success.  Congratulations to staff for a job well done.  We are still looking for stimulus funds for Campton Township.  Our draft audit is nearly done.  The Village and Township are cooperating in protecting our water resources and recharge areas. 

5. Approval of Minutes:

     a. Board Meeting May 12, 2009:  T. Stutesman moved the Board approve the minutes of the meeting of May 12, 2009.  C. Boissonnas seconded the motion.  In a voice  vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

6. Citizens’ Comments:  Jim Morgan stated we used some of the old materials for repairing the porch on Corron Farm.  It came in on budget and the contractor, Fred Post Construction, even deducted $600 from the estimate.  We could do the upper part of the porch now and it would be historically accurate. 

7. Plan Commission:  Plan Commission Chairman Morgan stated there is nothing new with the Elburn Station land development.  Some of the things the Village of Campton Hills is doing, the Plan Commission does not like.  Patsy Smith stated Campton Township does not get to comment of developments one and one half miles outside township boundaries. 

8. Old Business – Presentation and Discussion for Action:

     a. Discuss and Act Upon Campton Township Purchasing Policy:  C. Boissonnas stated the proposed Township Purchasing Policy was changed so the Administrator can make a purchase up to $1000, from $1000 to $5000 it requires the approval of the Supervisor, or in his absence the most senior Trustee.  These are the only two changes from last time.  Above $5000 it requires approval of the Board.  C. Boissonnas moved the Board approve the proposed Campton Township Purchasing Policy dated June 9, 2009.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

9. New Business – Presentation and Discussion for Action:

     a. Discuss and Act Upon Solid Waste Members Change in Terms:  C. Boissonnas moved the Board set the term endings of the Trustees of the Campton Township Solid Waste Disposal District as follows: June 30, 2009: Jack Berry; June 30, 2010: Mark Gordon; June 30, 2011: Jeff Huske; June 30, 2012: Barbara Boissonnas; June 30, 2013: Betty Wine.  T. Stutesman seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

     b. Discuss and Act Upon Appointment to Solid Waste District – Deborah Ballot:  R. Lambe moved this appointment be tabled because she has concerns about a husband and wife on the Board and there are others interested who have not yet submitted their applications.  T. Stutesman seconded the motion to table.  C. Boissonnas stated he opposed the motion to table because he doesn’t share the concern about a husband and wife on the Board and this appointment was due on June 1st.  J. Kupar sees the concern but doesn’t have a problem with the nomination.  T. Stutesman withdrew his second to table the nomination.  The motion failed for lack of a second.  C. Boissonnas moved Deborah Ballot be appointed a Trustee of the Campton Township Solid Waste Disposal District.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Kupar, and Trustees Stutesman, and Boissonnas voted aye.  Trustee Lambe voted no.  Trustee Van Zandt was absent.  The motion passed whereupon Clerk Johansen swore in Deborah Ballot a trustee of the Campton Township Solid Waste Disposal District.  Her term will begin July 1st.                                                                                                                                                

     c. Discuss and Act Upon Proposal for Facility Review Committee:  T. Stutesman stated there are concerns about the facilities at Town Hall.  Administrator Glas stated there are problems with the foundation.  J. Kupar stated we are looking for someone qualified to do restoration on a building like Town Hall.  We need to know what is needed to bolster the foundation.  Assessor Rottmann stated there are options.  There is the Motz house.  T. Stutesman moved the Board create the ad hoc Facility Review Committee.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed.  According to the proposal, J. Kupar stated, the committee will be three members.  T. Stutesman stated he volunteered as the Trustee member, J. Glas recommended L. McKay as the staff member, and T. Stutesman recommended Plan Commission Chairman Morgan as the third member. 

     d. Discuss and Act Upon Campton Township Prevailing Wage Ordinance 09-2T:  T. Stutesman moved the Board approve the Campton Township Prevailing Wage Ordinance 09-2T.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

     e. Discuss and Act Upon Campton Township Highway District Prevailing Wage Ordinance 09-2R:  T. Stutesman moved the Board approve the Campton Township Road and Bridge District Prevailing Wage Ordinance 09-2R.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

10. Claims and Demands for Payment:

     a. Town Fund:  T. Stutesman moved the claims and demands on the Town Fund be approved.  R. Lambe seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed. 

     b. Open Space Fund:  C. Boissonnas moved the Board approve the claims and demands on the Open Space Fund.  R. Lambe seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion  passed. 

     c. Park and Recreational Fund:  Nothing.

11. Executive Session – Land Acquisition and Personnel Issues:  B. Lambe moved the Board go into Executive Session to discuss land acquisition and personnel issues, and include Open Space Development Coordinator Shouba and Township Administrator Glas.  The motion was seconded by T. Stutesman.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed and Executive Session began at 9:00 p.m. 

12. Adjournment:  Supervisor Kupar reconvened the regular session.  T. Stutesman moved the meeting be adjourned.  R. Lambe seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, and Lambe voted aye.  Trustee Van Zandt was absent.  The motion passed and the meeting adjourned at 9:56 p.m.
