1. 2. 3. The May 11, 2010 Board meeting was called to order by Supervisor Kupar at 7:35 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Kupar and Trustees Boissonnas and Lambe present. Trustees Stutesman and VanZandt were absent.
4. Reports:
Sheriff – Kane County – Sgt. John Grimes: Absent.
Highway Commissioner – Sam Gallucci: Highway Commissioner Gallucci stated two more catch basins are failing in Fox Mill. We need to get video ability to see the storm sewers underneath the roads in Fox Mill and the Farmstead. This needs to be financed by a low interest loan from Kane County. Kane County Board Representative Barbara Wojnicki asked how much is the loan you are asking for from the County? Answer was he met with Trotter Engineers and he will get the amount of the loan request shortly. Rob Linke with Trotter Engineers stated he has the information now. There are 63,000 linear feet of sewer to look at which will cost $300,000.00. It may not be necessary to look at all 63,000 linear feet. Commissioner Gallucci continued snowplows and spreader boxes were taken off trucks and put in storage so that spring road work projects can begin. All of Fox Mill Boulevard will be ground down this summer and completed with a 2.5 inch overlay of asphalt. On April 13, crewmen Joe Pitts and John Giblin attended a seminar on West Nile Virus and were certified to dispense mosquito control briskets for the 2010 season. Brush pick up has been completed on the north side of Route 64 and we are beginning pick up on the south side of Route 64 now. The road crew cut and chipped trees on Anderson and Beith Roads, and installed new batteries in flashing lights on Anderson and Campton Hills Roads for safety reasons. The road crew continued to patrol roads throughout Campton Township and the Village of Campton Hills for drainage problems, pot holes, and culvert permits; and continued to repair potholes with cold patch throughout the Township and Village. They checked all stop signs in the Township and Village on a weekly basis and replaced damaged or missing ones. The road crew installed six Stop Ahead and S Curve signs, four Curve Left, seven Advisory Speed Limit 35 MPH, one School Bus Stop Ahead, two Unlawful to Pass, and eight chevron signs for the Village of Campton Hills. Ongoing maintenance of Township vehicles and equipment was preformed in house by staff.
Assessor- Alan D. Rottmann: Assessor Rottmann stated he is in the process of meeting taxpayers now. On average most properties assessed value will come down 6.5% this year but this will be compensated by an increasing tax rate due to different taxing body increases.
Solid Waste District – Barbara Boissonnas: No Report.
Financial Report – Louise McKay: Absent.
Village of Campton Hills – President Patsy Smith: Village of Campton Hills President Smith stated the police issued less then an average of six tickets per day. The Illinois legislature passed a new law requiring reporting of populations of disconnected areas that will result in a decline in state revenue sharing with the Village of Campton Hills prior to the completion of the 2010 United States census. The Village can’t comply because the population of disconnected areas has to be based on a census and there has been no census conducted to establish the number of persons. We would have to assume an average number of persons per house to estimate this. The law is flawed because of that. The Village attorney is contacting Governor Quinn because he hasn’t signed the bill into law yet. Implementing the law would require a special census now which would be an unfunded mandate. She is working with the township Highway Commissioner to obtain the motor fuel tax information Kane County filed on behalf of Campton Township.
Open Space Staff Report – Jack Shouba: Open Space Development Coordinator Shouba stated we asked for volunteer birders from the Audubon Society to visit our open space and report bird sightings. So far we have a dozen volunteers. We are looking for grassland birds on restored prairies. They found 40 species at Corron Farm and 35 species at the Headwaters. Also at Corron Farm Bobby Steiner completed his Eagle Scout project, which was a woodchip trail through the woods. Our monthly volunteer workday is always scheduled the second Saturday of the month from 9:00 a.m. to noon. We had it on May 8th this month at Corron Farm where we also planted a redbud tree in memory of Amanda Prucnell. At Gray Willows, staff, Board, and volunteers walked the property on April 24th. He and Ken Johnson have begun a plant species inventory that so far includes 85 pre-settlement native plants. They examined the property with engineer Rob Linke, looking at drainage, erosion, and flooding issues in order to gather information about water related questions. He provided the Board with a Preliminary Site Assessment and Improvement Map showing high, medium and low priority sites that were explained in detail on an accompanying Gray Willows Open Space Draft Site Assessment & Site Improvement List prepared by Trotter & Associates on May 11, 2010. The Assessment/Improvement document provided the site location, the task, the priority level, personnel to implement, design and construction costs if known, whether eligible for County Recovery Zone Bond Program, grant potential, and comments. To look at possible funding for water related issues there is a possibility of a 1% to 1.5% interest, one time lump sum loan from a program where we put in a letter of interest now, complete the project in three years, and pay the loan back in ten years. At Harley Woods the contractor will replant grass seed around the parking lot. Witness Tree Native Landscapes and volunteers have been doing invasive species control. At the Headwaters Conservation Area the equestrian trail is now open. The E-3 group donated and planted a number of burr oak trees; staff is keeping them watered. At Poynor Park work has been done on the softball fields, and we are working with a soccer group to see if they can use the fields.
Joint Environmental Resource Management Committee: Committee member Shouba stated he and engineer Rob Linke put together maps of wetlands, and water recharge areas for Campton Township and the Village of Campton Hills. The committee also put together possible conservation ordinances to consider as suggested additions to the Comprehensive Plan.
Supervisor Report – John Kupar: Supervisor Kupar thanked Kane County Board Representative Barbara Wojnicki for her help in obtaining a $60,000 Riverboat fund grant for the Campton Township Town Hall foundation repair. Staff is preparing to move township offices temporarily to Lily Lake for the duration of foundation repair at Town Hall. The preconstruction meeting was held with DLA Architects and Carmichael Construction. Staff is working on preparing interest statements for possible drainage projects due to Kane County Water Resources. The Brown family concept plan review for the Anderson Road subdivision will be going to County Board May 18th. The auditor will be at Town Hall for the week to go over last fiscal year.

7. Planning Commission: Planning Commission Chairman Morgan stated the Campton Township Planning Commission is still a member short. Lily Lake President Heffernan, their Planning Commission Chairman, and three citizens appeared before Regional Planning Commission in regard to the Roger Brown concept plan. The adjacent Oak Openings subdivision is still opposed to the road connecting their subdivision with the Roger Brown planned unit development (PUD). The Roger Brown proposal is at the end of the concept plan stage. It will be going to county board next. Kai Tarum, the Director of the Kane County Planning Division was summarily fired. This weakened staff.

a. Appointment of Campton Township Solid Waste District Trustee: R. Lambe moved Denise Morgan be appointed a Trustee of the Campton Township Solid Waste Disposal District. C. Boissonnas seconded the motion. In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye. Trustees Stutesman and VanZandt were absent. The motion passed, whereupon Clerk Johansen swore D. Morgan in as Trustee of the District.
b. Proposal to Use Headwaters Conservation Area – Porsche Car Club, James Becker: Administrator Glas stated J. Becker is absent. The proposal is to hand out critique and time slips to ten cars as they pass through the area from 7:30 a.m. to 2:30 p.m. J. Kupar moved the Board table this item until Mr. Becker can attend. The motion was seconded by C. Boissonnas. In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye. Trustees Stutesman and VanZandt were absent. The motion passed.
c. Request for Anderson Park for Annual Village Heritage Fest – Jeff Huske: Jeff Huske spoke on behalf of the third annual Village of Campton Hills Heritage Farm Fest which is proposed for September 19th at Anderson Park. Vendors will be ready at 8:00 a.m., booths, activities, and stage acts begin at 10:00 a.m. and finish at 7:30 p.m. Vendors will sell food, all will have certificates from the Kane County Health Department, and none will sell alcohol. R. Lambe asked could there be any conflict with ball games? Answer was there was not last year with 500 people there. The placement of all activities will be away from the ball fields, and will not interfere with any games that day. The bandstand will face Brown Road. Arrangements have been made for refuse and recycling containers on site and for them to be picked up Monday. Twenty adults and a Girl Scout Troop have volunteered to keep the area clean. All vendors have been sent a letter asking them to add Campton Township as an additional insured that day. For questions contact Sue Windland or Linda Bauman of the Community Relations Committee. They would like to borrow 15 chairs from the township, but will not need any Highway District barricades this year. C. g. Proposed Eagle Scout Project: Eagle Scout candidate, Bobby Steiner, gave his report on the completion of his Eagle Scout project. He stated he had 13 workers, the project took one day, and they mulched a trail 24 inches wide by 4 inches thick at Corron Farm. J. Kupar asked what he learned from the project. Answer was he learned leadership, and that planning the project was important. He thanked Administrator Glas, and Open Space personnel J. Shouba and K. Johnson. Supervisor Kupar thanked Eagle Scout candidate Steiner on behalf of the Board for his work to improve Campton Township open space. Pictures were taken to memorialize the occasion.
d. Proposal for Poynor Park Drainage – Trotter Engineering, Rob Linke: Engineer Rob Linke stated he spoke with township staff J. Shouba and K. Johnson regarding problems at Poynor Park. There are four issues that affect the parks drainage. These include ponding on and between fields, zero slope and poorly graded swales, some areas of the park drain over instead of under limestone paths causing erosion, and some areas of the park drain overland into a wetland basin. The latter is due to an abrupt change in slope together with poor initial vegetative establishment that leads to gully erosion where runoff concentrates as it flows down into both sides of the basin. J. Kupar asked why did we get these failures? Answer was areas were constructed with less then 1% slope. One of the ball fields gets drainage from the roadway that should be redirected by a swale. He recommended a topographic survey of the ponding and gully erosion areas. The solution may be to hold water as close to where it falls as possible or use pipes to route water away from where it lands. The final result will probably be a combination of the two. We will use smaller dimension drain tiles to route water away. Costs could begin at $50,000.00 but could reach $100,000.00. J. Kupar stated we have to protect what we have so far. The first phase is the survey, and then we identify the fixes for the problems identified. Will you prioritize the proposed fixes? Answer was yes. C. Boissonnas stated do we have another option? There is land not being used on the west side of the parking lot. Would it be cheaper to use that then to rehabilitate the existing ball fields? Answer was there is zero grade on the other side either. You run into the same problems there plus building new ball fields. Administrator Glas stated we can use that side for soccer. J. Kupar stated lets go ahead with the survey. C. Boissonnas moved the Board contract with Trotter and Associates, Inc. Engineers and Surveyors to begin the Poynor Park drainage and grading improvements by approving the preliminary design phase services (75 hours) and Rubino Engineering soils testing for a project total not to exceed $12,500.00. The motion was seconded by R. Lambe. In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye. Trustees Stutesman and VanZandt were absent. The motion passed.
e. Proposed Office Space – Lily Lake Community Building: Administrator Glas stated the Village of Lily Lake has kindly offered Campton Township the use of the upstairs of its village hall for no rent. The upstairs is vacant. We just pay insurance, provide garbage pick up, and she will help Lily Lake with their park. Utilities will be picked up by Lily Lake but Campton Township will provide its own telephone. We will keep our same phone number and address. We will just pick up the mail each day. C. Boissonnas moved the Board accept the Village of Lily Lake Resolution No. 2010-04 Approving the Use of the Village Hall by Campton Township. The motion was seconded by R. Lambe. In a voice vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye. Trustees Stutesman and VanZandt were absent. The motion passed.
f. Adopt Standard Procedures for Build America Bond Record Keeping – Chapman & Cutler: Administrator Glas stated our bond council, Chapman & Cutler, requires we fill out form #8038 twice a year as a standard procedure for Build America Bond record keeping. The Clerk implements this with the assistance of township CPA McKay. R. Lambe moved the Board approve the RESOLUTION Approving a Bond Record Keeping Policy for Campton Township, Kane County, Illinois. C. Boissonnas seconded the motion. In a roll call vote Supervisor Kupar and Trustees Boissonnas and Lambe voted aye. Trustees Stutesman and VanZandt were absent. The RESOLUTION passed.
