1. 2. 3.     The November 14, 2006 Board meeting was called to order by Supervisor Anderson at 7:40 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, and Boissonnas present.  Trustees Stutesman and Judy were absent. 

4.  Reports:

     Sheriff – Deputy Hain:  Absent.

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated brush pick-ups were completed on October 27th.  The next pick–up won’t be until May of next year.  We are getting ready for winter.  All plows and spreaders are installed on the snow trucks just in case.  The road crew cut and chipped storm damage on Kingswood and Garfield Roads, and Dillonfield Drive; swept intersections on a weekly basis; checked all Stop signs and replaced damaged or missing ones on a weekly basis; installed reflective white tape on all Speed limit signs, yellow-green on all School Bus Stop Ahead signs, and yellow on all curve and directional signs; did crack sealing on Westwoods Court, Willowbrook and Hunters Hill Drives, Reindeer and Forest Trails, and Corron Glen Subdivision; picked up garbage along numerous roadways, continued to repair potholes with cold patch; and continued maintenance on township vehicles and equipment.  The T intersection of Old LaFox Road with Brown Road was completed on October 22nd.  Stop Ahead signs with yellow flashing lights and solar blinker Stop signs were installed to promote public awareness of the new Old LaFox-Brown Road T intersection.  New street name signs with six inch lettering were installed on LaFox and Brown Roads.  Chevron and curve signs were installed on Brown Road due to safety concerns.  Shoulder gravel and grading was done on Brown and Old LaFox Roads, and Garfield Road. 

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated the revised assessment notices were mailed on October 31st.  The Kane County factor for Campton Township is 1.0635 or 6.35%.  Anyone who feels they may be overassessed can meet with the Assessor, or file an Assessment Appeal with the Kane County Board of Review.  There was a record amount of new construction in Campton Township this past year.  The total amount of new construction added to the tax rolls for 2006 is $33,171,500 in assessed value.  This computes to almost $100,000,000 in actual new construction for Campton Township in 2006. 

     Solid Waste District – Greg VanZandt:  Chairman VanZandt stated he put out a public release regarding the Herald article about plastic bags – it doesn’t apply to Campton Township.  It’s ok to recycle plastic bags in Campton Township.

     Supervisor – Neal Anderson:  Supervisor Anderson stated on October 21st Campton residents and the Wasco business community came together for a successful fundraiser to benefit the Page family.  Steve is an employee of the township and his wife suffered a major illness.  In this month of Thanksgiving we express our sincere gratitude to all those who donated time, items, and bought barbecue and raffle tickets to offset the mounting medical bills.  Contributions to the Page family may be made to an account set up for that purpose at the Old Second Bank in Wasco.  Campton Township was awarded a $750,000 matching land acquisition grant from the State of Illinois DNR (Department of Natural Resources).  This will be used to acquire the Harley Woods as Campton Township continues to preserve precious high quality areas of our Township.  Volunteers are the backbone of our community.  We were recognized for our outstanding volunteers on October 18th when Board members, staff, and volunteers traveled to Springfield to accept first place for the Governor’s Home Town Award in recognition of the volunteers work in preserving the Hired Man’s House on Corron Farm.  Supervisor Anderson presented a small gift to recognize the many volunteers that have given so many hours to committees, Town Hall, work days at Corron Farm, and the Community Park.  Several group pictures were taken of the volunteers. 

5.  Approval of Minutes:

     a. Special Board Meeting October 5, 2006:  J. Kupar moved the Board approve the minutes of the Special Board Meeting of October 5, 2006.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     b. Board Meeting October 10, 2006:  J. Kupar moved the Board approve the minutes of the Board meeting of October 10, 2006.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

6.  Citizens’ Comments:  Patsy Smith of Preserve Campton stated since the last meeting Preserve Campton filed a new petition for incorporation of the proposed village of Campton Hills.  It includes a smaller area then before.  She pointed to the new map on the wall.  She has no complaints from surrounding governmental entities about the new boundaries.  They haven’t got the time line from the County yet as to when the next steps follow.  There will be a meeting of Preserve Campton on Saturday November 18th at 10:00 a.m. here at the Community Center.  There will be election of officers for this year.  Dues are $25.00 and contributions to the legal fund are welcome. 

7.  Planning Commission:  Plan Commission Chairman Jim Morgan stated there was no Plan Commission meeting to report on this month, but there are several projects coming next month.  First, is the Hurst Woods Subdivision proposal, which is a 6 ˝ acre parcel to be divided into 3 lots.  Second, the preliminary stage of Campton Reserve on Empire Road is coming.  Third, the Vestido Canada Corners proposal by Lily Lake is coming.  This is fairly dense cluster housing.  Finally, the Settlements of LaFox hasn’t gone through the Development Committee yet.

J. Kupar moved the Board move agenda item 9. a. up before agenda item 8. a.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

9.  New Business

     a. Review and Act Upon Appointment to Campton Township Solid Waste District – Rebecca Lambe:  C. Boissonnas moved the Board appoint Rebecca Lambe a member of the Campton Township Solid Waste District.  J. Kupar seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.  Clerk Johansen swore in Rebecca Lambe as a member of the Solid Waste District. 

8.  Old Business – Presentation and Discussion for Action: 

     a. Review and Act Upon Presentation by Shaw Environmental – Dan Drommerhausen:  J. Kupar stated the USGS model has been loaded into the Shaw computer.  D. Drommerhausen stated we see two simulations.  First, the effect of development on water around the subdivision of Split Rail.  Second, the effect of development on water around Poynor Park.  Campton Township is the first community he knows of that has created a tool like this for sustainable development.  The two scenarios tonight are of the shallow and the sandstone aquifers.  In the area by Split Rail, the Stony Creek development reduces recharge of the shallow aquifer creating a cone of depression that lowers the aquifers water level by 5 feet.  In the area around Poynor Park we put a well in for the park and see how groundwater is affected in the Ancel (deep) aquifer.  The model shows the park well does not draw down neighboring wells.  When we add a 60 house subdivision the water level drops.  When we add a 120 house subdivision a cone of depression develops that drops the aquifers water level by 5 feet.  If a homeowner’s wells pump is close to this level, the well could fail.  So for example you say a 60 house subdivision is ok, but a 120 house subdivision is too many.  This is a negotiating tool with developers.  R. Johansen asked for Stony Creek, is there something the developer’s engineers could do to fix the problem?  Answer was yes, the fix would be less housing density to cure Stony Creeks reduction of recharge of the aquifer.  N. Anderson asked is the model ready to go now?  Bob K. of USGS (United States Geological Survey) answered yes.  D. Drommerhausen continued he has used this model for lawsuits.  For individual proposed developments we do it on a by job basis.  The land developer could pay the fee.  We suggest the density.  Bob Kay of USGS stated the Modflow model has been proven in court because it is made by USGS and not by a private party.  The United States Geological Survey is a neutral party without an ax to grind.  J. Kupar stated he wants to engage Shaw Environmental to operationalize the Modflow model for Campton Township.  N. Anderson stated we request Shaw Environmental to come up with the numbers for next time. 

9.  New Business – Presentation and Discussion for Action:

     b. Review and Act Upon Water Quality Issues – Robert Kay:  R. Kay of USGS stated he wants to get site specific estimates of how much recharge is coming from where by collecting data over the span of a year to see how much precipitation is making it into the groundwater.  Second, we need to study water quality.  There is a cased well installed at 35 feet west of Corron Road in 1995 in the Aberdeen Subdivision that has water quality issues.  We have a well north of Lake Campton that also shows increases in water quality issues.  He asks to put together a proposal for monitoring wells in Campton Township to study recharge and water quality.  He wants the USGS to contribute money to minimize what they ask of Campton Township.  He thinks he can have a proposal ready by next meeting. 

     c. Review and Act Upon Set Public Hearing Date for Town Fund Levy – December 12, 2006 at 7:00 p.m.:  J. Kupar moved the Board set December 12, 2006 at 7:00 p.m. for the Public Hearing on the Town Fund Levy.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     d. Review and Act Upon Set Public Hearing Date for Road and Bridge Fund Levy – December 12, 2006 7:15 p.m.:  C. Boissonnas moved the Board set December 12, 2006 at 7:15 p.m. for the Public Hearing on the Road and Bridge Fund Levy.  J. Kupar seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed.

10.  Claims and Demands for Payment:

     a. Town Fund:  J. Kupar moved the Board approve the claims and demands on the Town Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     b. Open Space Fund:  C. Boissonnas moved the Board approve the claims and demands on the Open Space Fund.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed. 

     c. Park and Recreational Fund:  Nothing. 

11.  Executive Session – Land Acquisition:  J. Kupar moved the Board go into Executive Session to discuss land acquisition and include Dan Lobbes of the Conservation Foundation.  The motion was seconded by C. Boissonnas.  In a roll call vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed and Executive Session began at 9:17 p.m. 

12.  Adjournment:  Supervisor Anderson reconvened the regular session at 10:06 p.m.  C. Boissonnas moved the Board adjourn the meeting.  J. Kupar seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar and Boissonnas voted aye.  Trustees Stutesman and Judy were absent.  The motion passed and the meeting adjourned at 10:07 p.m.
