1. 2. 3. The October 10, 2006 Board meeting was called to order by Supervisor Anderson at 7:41 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy present.
4. Reports:
Sheriff – Deputy Hain: Deputy Hain stated there is not a lot going on in the Township now. The usual problems ceased with the beginning of school. He handed out a brochure regarding recent budget cuts at the Sheriffs office.
Highway Commissioner – Sam Gallucci: Commissioner Gallucci stated the Highway District was awarded a salute by the Kane County Farm Bureau for promoting a healthy environment and energy security, while providing a market for Kane County Farm products, by using corn and soy based biofuels for public vehicles. The highway crew trimmed back trees on all snowplow routes for clearance, trimmed weeds around street signs and intersections, completed shoulder gravel and striping on Denker Road, leveled and packed shoulder gravel in Deer Run Subdivision and Swanberg Road, mowed all road ditches, installed chevron and 30 mph signs on Denker Road, installed reflective red tape on guardrail and curve sign for safety on Denker Road, picked up garbage along numerous roadways, swept intersections on a weekly basis, checked all Stop signs in the Township on a weekly basis and replaced damaged or missing ones, continued to repair potholes with cold patch, and continued maintenance on township vehicles and equipment. Brush pick up starts Monday October 16 north of Route 64 and continues south of Route 64 the following week. It will probably take three to four weeks total because there was no pick up earlier in the summer and this will leave more material to process. It will be brought back to the Highway District and a mulch pile will be created and periodically turned to kill the EAB (emerald ash borer).
Assessor – Alan D. Rottmann: Assessor Rottmann stated he closed the books on September 29th and turned them into the County. They are working on them now. Anyone getting an increase will get a notice in four to six weeks. There is 90 million in new construction. He registered four new people to vote. The Township Officials of Kane County annual dinner is Wednesday October 18th. All township officials are invited.
Solid Waste District – Greg VanZandt: Chairman VanZandt stated former member Boissonnas was promoted to Campton Township Trustee. Solid Waste has two candidates to present to the Board next month.
Supervisor – Neal Anderson: Supervisor Anderson stated Campton Township was chosen a winner of the Governor’s Home Town Award for our volunteers’ work on the Hired Man’s House on the Corron Farm. We don’t know yet if we placed first, second, or third. We will go down to Springfield next week to receive the award. The next volunteer workday at Corron Farm will be used to collect seeds. There will be a walk of the DeBeir Farm development easement on Saturday October 14th. Highway District employee Steve Page’s wife is ill and the family has a lot of medical bills. On Saturday October 21st a dozen downtown Wasco businesses will have a fundraiser for the Page family to help with medical bills. The Corner Store will have a brats and hamburger sale for the benefit, and some Wasco stores will contribute 20% of their sales for the day. They will also raffle off two Chicago Bears tickets. Highway Commissioner Gallucci added Town Hall staff put together plastic boxes for donations and placed them at different Wasco businesses. Patsy Smith reported for Preserve Campton that they had an informational meeting for the public on incorporation a week ago at the Community Center. Last night was a Public Hearing regarding Forward’s application to add 14,000 acres to their Elgin Facilities Planning Area (FPA) that includes Stony Creek in Campton Township. The Public Comment period expires October 18th.
5. Approval of Minutes:
a. Board Meeting September 12, 2006: T. Stutesman moved the Board approve the minutes of the meeting of September 12, 2006. C. Boissonnas seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
6. Citizens’ Comments: None.
7. Planning Commission: No meeting this month.
8. New Business – Presentation and Discussion for Action:
a. Review and Act Upon Land Cash Resolution and Application for Disbursement from Kane County for White Oak Woods Subdivision: K. Judy moved the Board adopt the Resolution requesting Kane County to release $8,715.00 in land cash funds to Campton Township on account of the White Oak Woods Subdivision. T. Stutesman seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The Resolution passed.
b. Review and Act Upon Awarding Bid for Tile Installation Project for Phase I of Poynor Park – Christopher Burke Engineering: K. Judy asked how do we know this is a good price for this project since there was only one bidder? Nan Newlon speaking for Christopher Burke Engineering stated there was a bid opening at the County a month ago for a comparable project. She compared it to this bid and based on that comparison our bid is a good one. We recommend Campton Township award the base bid to Campton Excavating for an amount of $44,733.00. The alternate bid was requested in the event the downstream tile needed to be replaced and the property owner granted permission. We recommend the alternate bid not be awarded until it is determined the work is necessary. J. Kupar moved the Board approve accepting the recommendation of Christopher Burke Engineering to award the Base Bid for the Poynor Park Field tile installation to Campton Excavating for an amount of $44,733.00. The motion was seconded by K. Judy. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed. Nan Newlon added Army Corp has not yet issued a determination as to whether the wetlands are under their jurisdiction. For the rest of this project we should wait until they determine that.
c. Review and Act Upon Presentation by Shaw Environmental – Dan Drommerhausen: J. Kupar stated when U.S.G.S. (United States Geological Survey) ran the water model on their dime they had some issues. We will have a good presentation on water quality next month by Bob Kay of U.S.G.S. They want to put five or six wells in various aquifers in the Township to measure water quality. J. Kupar moved the Board table Agenda item 8. c. T. Stutesman seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.

10. Claims and Demands for Payment:
a. Town Fund: J. Kupar moved the Board approve the claims and demands on the Town Fund. K. Judy seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
b. Open Space Fund: T. Stutesman moved the Board approve the claims and demands on the Open Space Fund. C. Boissonnas seconded the motion. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed.
c. Park and Recreational Fund: None.
11. Executive Session – Land Acquisition: None.
12. Adjournment: K. Judy moved the Board adjourn the meeting. K. Kupar seconded the motion. In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy voted aye. The motion passed and the meeting adjourned at 8:30 p.m.
