1. 2. 3.  The October 11, 2011 Board meeting was called to order by Supervisor Kupar at 7:34 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt present. 

4. Reports:

     Sheriff - Kane County – Sgt. John Grimes:  Absent.

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated brush pick up is completed north of Route 64 and is beginning south of Route 64.  Numerous roadway and drainage projects were completed that consisted of digging out culvert ends, culvert openings, replacement of culverts, catch basins, soil, gravel, and shaping ditches, installation of matting, rip/rap, 3” to 4” drain tiles, blacktopping of driveway aprons, shoulder gravel, and landscaping with soil and seed on East Woodland, Hidden Springs, Wayne, Ridgeline, Loretta, and Prairie Valley Drives; Long Shadow and Baert Lanes; Retreat Court, Winchester Way, Town Hall Extension; and Lenz Road for the Village of Campton Hills in Plato Township.  The road crew applied, leveled, and rolled shoulder gravel on Beith, Anderson, and Arbor Creek Roads, and Bridle Creek Drive; and performed pavement repairs around storm sewer grates throughout the Fox Mill Subdivision.  The Highway District cleared debris out of all storm sewer grates and drains throughout Campton Township and the Village of Campton Hills; swept all subdivision intersections in the Township and Village on a weekly basis; checked all stop signs in the Township and Village on a weekly basis and replaced damaged or missing ones; patrolled roads throughout the Township and Village for drainage problems, potholes, and culvert permits; continued to repair potholes with cold patch throughout the Township and Village; and performed ongoing maintenance on Township vehicles and equipment in house by staff. 

     Assessor – Alan Rottmann:  Assessor Rottmann stated the deadline for assessment appeals was last Friday.  He has been meeting with residents until midnight.  There are about 70 appeals to go to the Appeal Board this time next month.  The air conditioner in the Community Center broke and will be repaired. 

     Solid Waste District – Barbara Boissonnas:  No report.

     Financial Report – Louise McKay:  L. McKay was absent.  E. Murphy, Trustee and Certified Public Accountant (CPA) stated we have the investment report.  All funds have been invested.  We have extended the maturities out to the year 2024.  The last money that came due we put in Federal Home Loan Bank Bond at 5.08%.  This is $250,000 that matures in July 2026.  It has a call feature that means they can pay it off early if interest goes down.  The interest can be used for open space maintenance.  Our usual return is about 2.5% to 3.0% which is good in this market.  J. Kupar stated we have time to decide what to do for long term planning. 

     Village of Campton Hills – President Patsy Smith:  Village of Campton Hills President Smith stated the Village Plan Commission is redoing our Comprehensive Land Use Plan.  This week we are doing the downtown Wasco plan on Thursday, October 13th at 6:30 p.m. at the Wasco School.  The Village is also working on an Existing Conditions Report for the Comprehensive Land Use Plan.  The Village is still dealing with the Fox Mill open space issue.  They transferred private open space to the Homeowners Association.  The public open space issue is still not resolved.  A St. Charles Township resident connected his private driveway to Poplar Lane in the Village without an access permit.  We are in the process of resolving this. 

     Open Space Staff Report – Kristin Bilar:  Open Space Coordinator Bilar stated our monthly volunteer workday was October 8th at Anderson Park where we collected seed.  Our volunteer workdays are the second Saturday of the month from 9:00 a.m. to noon.  The Ferson-Otter Creek watershed meeting was attended.  Our new F-350 truck was delivered.  It needs lettering and a dome light.  There is no plow attachment.  T. Serriwitz and K. Bilar attended the NIIPP (Northeast Illinois Invasive Plant Partnership) training session to learn about invasive plants, including new invaders to watch out for.  K. Johnson and K. Bilar attended a NIIPP meeting to learn how to participate in a study testing the effectiveness of three herbicides on wild chervil.  The study will be performed at Gray Willows, Kane County Forest Preserve sites, and Garfield Farm.  At Anderson Park seed collecting was done in the prairie gardens.  Thirteen trees were planted to replace dead/dieing ash trees.  Concrete repair was postponed while gutters were being added to the restroom building.  At Corron Farm Prairie Fest was a big success.  The music was great.  Thank you to all the volunteers and donors.  There was seed collecting in the prairie gardens.  Electrical work is in progress to restore power to the horse barn.  At the Community Center we obtained a $2000.00 refund for defective shingles and quotes  are being gathered to redo the roof.  At Gray Willows tree trimming and removal was done around the house on Corron Road.  We are looking at dates for a fall wagon ride/open house (possibly Nov. 4th or 5th.) where people ride through.  At Harley Woods landscape screening was planted on the Torchie property consisting of 8 hazelnuts, 2 buttonbush, 2 burr oak, and 4 swamp white oaks.  We will mow it one more time this year.  At the Headwaters Conservation Area the honey locust was replaced and a tulip tree planted to replace a dying oak.  V3 has been herbiciding, mowing, and will be reseeding portions of prairie.  Gutters need to be added to the pole barn.  At Poynor Park six trees were added to the parking lot burms and one tree replaced near the playground.  At Town Hall there was seed collecting.  We are getting estimates for painting the exterior.  We need protocols complied with regarding lead paint.  Easement monitoring will take place in October.  J. Kupar stated let us know so the Board can participate in visiting the easements. 

     Joint Environmental Resource Management Committee – J. Kupar, R. Linke, J. Shouba:  No meeting this month. 

     Engineering Update – Poynor Park Project – R. Linke:  Absent.

     Supervisor Report – John Kupar:  Supervisor Kupar stated he was interviewed by C.M.A.P.’s (Chicago Metropolitan Agency for Planning) consultant regarding the Village of Campton Hills Village Center Concept, and he participated in the steering committee work group for the Village Center Concept.  He attended the public meeting for review of the Village Comprehensive Land Use Plan.  He attended the Conservation Foundation work shop on Stormwater Best  Management Practices.  The presentation included installing, reviewing, and education about Stormwater Best Management Practices.  T. Serriwitz, K. Bilar and himself met with a representative of Painters District Council #30 to discuss the potential of using apprentices in their program to paint Town Hall.  We supply the material, they supply the labor.  This is regarding complying with the lead paint protocol.  They will get back to us this week. 

5. Approval of Minutes:

     a. Board Meeting September 13, 2011:  G. VanZandt suggested a clarification on page three of the minutes that Clerk Johansen entered into the minutes.  T. Stutesman moved the Board approve the minutes of the meeting of September 13, 2011, as clarified.  G. VanZandt seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed.  

6. Citizens Comments:  Clerk Johansen, speaking in his capacity as Vice President of Township Officials of Kane County, invited Board members to the annual dinner for township officials at the Lincoln Inn in Batavia at 6:00 p.m., Wednesday, October 26th.  Township Trustees will be honored at the dinner.  Laura Ross, Sugar Grove Assessor will speak on “Rally the Troops for Township Government.”  Officials with Township Officials of Illinois will be there to make a presentation.  Five Campton Township officials made reservations for the dinner.

8. Old Business:

     a. Review and Act Upon Campton Township Emergency Assistance Program:  G. VanZandt moved the Board table agenda item 8. a.  The motion was seconded by C. Boissonnas.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed.   

9. New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Eagle Scout Jeevan Baines Picnic Table Final Report:  Eagle Scout candidate Jeevan Baines of Troop 80 presented the final report on his plan to build five picnic tables for Corron Farm, placing two under an existing pavilion, and three others in a grassy area.  One of the tables was to be wheel chair accessible.  He stated 38 people worked on the project.  This was three quarters of Troop 80.  There was a total of 178 hours spent on the project.  Workers were divided into three groups. One group worked on the tabletops.  Another on the table legs, and a third worked on the seats.  Important dates were the first planning meeting with Jack Shouba in December 2010, his presentation to the Township Board in January 2011, the Troop Committee presentation on January 23rd 2011, the meeting with the District Representative on February 27th, 2011, precutting of wood on July 24th, 2011, first attempt at the project was rained out on August 6th, 2011, and the project was executed on September 3rd, 2011.  Materials were obtained from Lowes in Geneva.  The tables are five feet by eight feet, at a total cost of $293.00.  Donations were received from Campton Township $100.00, Blue Fire Capital $100.00, and Lowes gave 20% off material/donated sandpaper.  He gave special thanks to Jack Shouba and Dave Corron of Campton Township, Campton Township, and Steve Hamilton adult leader of Troop 80 who donated the tools.  Eagle Scout Jeevan Baines received handshakes, and the thanks of Campton Township, as pictures were taken to the applause of the crowd.        

10. Claims and Demands for Payment:  Village of Campton Hills President Smith stated the Village contributed $500.00 to the Ride in Kane fund. 

     a. Town Fund:  C. Boissonnas moved the Board approve the claims and demands on the Town Fund.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

     b. Open Space Fund:  T. Stutesman moved the Board approve the claims and demands on the Open Space fund.  G. VanZandt seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

     c. Capital Improvements:  E. Murphy moved the Board approve the claims and demands on the Capital Improvements fund.  G. VanZandt seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed. 

11. Executive Session – Review Executive Session Minutes:  G. VanZandt moved the Board table agenda item 11.  The motion was seconded by T. Stutesman.  In a voice vote Supervisor Kupar and Trustees Stutesman, Boissonnas, Murphy, and VanZandt voted aye.  The motion passed.
