1. 2. 3.  The October 9, 2007 Board meeting was called to order by Supervisor Anderson at 7:37 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman present.  Trustee Judy was absent. 

4. Reports:

     Sheriff – Lt. Kramer – Wasco Substation Community Policing:  Lt. Kramer was delayed. 

     Highway Commissioner – Sam Gallucci:  Commissioner Gallucci stated we signed a 10 year agreement to service the Village of Campton Hills.  The agreement with the part of Plato Township that is part of the Village was signed a month ago.  Signage was placed at Bell Graham School for parking.  They didn’t want it in the past but requested it this year.  Brush pick up begins next Monday October 15th north of Route 64.  It will begin Monday October 22nd south of Route 64.  The part of Plato Township that is in Campton Hills will have brush pick up  October 30th and 31st.  The Road District installed a new 500 gallon gasoline tank at the Village of Campton Hills Police Department.  The Road District contracted out to do ditch mowing on McDonald, Kendall, Connors, Lentz, and Crawford Roads, tree trimming and chipping, and road repair on Tall Pines and Connors Roads in Plato Township for the Village of Campton Hills.  The Road District contracted out to do tile repair off Hanson Road, and installation of a 10” plastic culvert, and installation of four Engine Braking signs for the Village of Lily Lake.  The road crew dug out ditches and installed a 4” drain tile, replaced old culverts with 18” plastic culverts on Jens Jensen Lane, Quail Court, and two on Mary Lane, and reshaped ditches to install rip/rap around culvert ends.  The Fall 2007 Newsletter was completed and sent out to all residents.  The road crew repainted stop lines and crosswalks on Bolcum, and Old Burlington Roads, and in the Fox Mill subdivision.  They repainted striped yellow lines on Bolcum and Arbor Creek Roads.  The road crew swept intersections on a weekly basis; checked all Stop signs on a  weekly basis and replaced damaged or missing ones; mowed road ditches; trimmed weeds around street signs and intersections; cut and  chipped trees due to storm damage on August 23rd; repaired pot holes with cold patch; picked up garbage along numerous roadways; and continued maintenance on township vehicles and equipment.  J. Kupar stated neighbors along Town Hall and Beith Roads complemented the Highway Department for their recent work.  Administrator Glas stated Jan at the Highway District does a fantastic job.  Jim Morgan stated there is a stretch of pavement in the Appaloosa subdivision that needs work.  Answer was it is being paved Friday.              

     Sheriff - Lt. Kramer – Wasco Substation Community Policing:  Lt. Kramer handed out the Campton Township Crime Report to Board members.  He stated there has been a recent increase in car burglaries after bedtime.  Get the word out to Neighborhood watch.  Currently most burglaries are off Burlington and Empire Roads.  Be alert for suspicious vehicles.  The Sheriff arrested three men stealing things from a vacant house on Empire Road.  Keep things locked up.  Keep garage doors closed.  The investigation into the recent homicide is ongoing.  The outcome is unknown as yet.  Neighbors should report loud noises.  T. Stutesman asked for patrolling on Silver Glen Road because cars are passing school buses.  Four people witnessed it at 7:20 a.m. on multiple occasions.  He saw this twice.  The cars just keep going.  Answer was get the license plate number.  The Sheriff can ticket the owner of the car.  You don’t have to catch the individual.  T. Stutesman stated on another occasion the school bus couldn’t make its stop because a gravel truck was following too close.  The truck’s tires smoked.  We called K-Dot and the bus barn.  Answer was call the Sheriff, not the bus barn.  We will discuss it with the Superintendent of the bus barn.  That may not be a good place for a stop.  This is the peak of the rush hour.  We will put a detail on it.  C. Boissonnas stated he noticed a large number of gravel trucks on Silver Glen.  Campton Hills Village President Patsy Smith stated the Village is looking at a weight limit ordinance for trucks. 

     Assessor – Alan D. Rottmann:  Assessor Rottmann stated Administrator Glas is looking at quotes for our septic problem.  Staff got thrown off a property on Ramm Road.  They wouldn’t let staff on the property to look at a barn.  The permit has the size of the building but we can’t tell if it is metal or a pole barn. 

     Solid Waste District – Greg VanZandt:  Absent.

     Staff Update on Open Space – Jack Shouba:  Jack Shouba stated the Conservation Foundation helped us purchase part of the Harley Woods.  We just closed on 6 and 13 acre parcels at Harley Woods which now total 35 acres.  We will start to inventory plants there this fall.  He called our attention to the Campton Township Property Rules and Regulations which can be seen on our web site.  They cover most issues of destruction or misuse that would arise on open space sites.  Fines of $20.00 to $500.00 (or manual labor at the minimum wage rate) are specified.  Note that “The Trustees, all Township employees, and peace officers shall have the authority to seize and confiscate any property, thing, or device in or used in the parks in violation of this ordinance.”  We have already confiscated a hunting blind at Headwaters Conservation Area.  We need a Director of Open Space and he suggests Administrator Glas for this.  J. Kupar suggested an increase in fines to cover the actual cost of damage, as for example the cost of damage to the wetlands.  Per Administrator Glas this is enforceable by law.  The Ordinance is filed with Kane County.  C. Boissonnas stated we should file this with the Village because we will have Village Police.

     Village of Campton Hills – Patsy Smith:  Village President Patsy Smith stated we will be participating with FEMA to get 75% refund of cost to Village from the recent storm.  Our festival went great.  The Farmers Market will be winding down in a couple weeks.  Our new Police Department starts November 1st.  We have a new zoning officer that is a builder by trade.  Our Plan Commission is working. 

     Supervisor – Neal Anderson:  Supervisor Anderson stated we have had two unfortunate events in the last few weeks that are newsworthy: the sad situation of the death of the couple that lived off Brown Court, and the fire in Arbor Creek.  Poynor Park is nearly complete and on schedule even with the rain in August.  You can drive out to Swanberg Road to see the softball fields and playground.  The Campton Township Newsletter is out and staff puts this together with a special thank you to Highway District employee Jan Matthews for an excellent job. 

5. Approval of Minutes:

     a. Board Meeting September 11th, 2007:  J. Kupar moved the Board approve the minutes of the meeting of September 11, 2007.  T. Stutesman seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

6. Citizens Comments:  Clerk Johansen called the attention of the Board to a seminar on the Illinois Open Meetings Act, the Illinois Freedom of Information Act and the State Officials & Employees Ethics Act being given at the Judicial Center by Kane County State’s Attorney Barsanti on Tuesday October 16th at 11:30 a.m. in the Multipurpose Room.  Second, the Clerk called the attention of the Board to a newspaper article in which Kane County Board Chairperson McConnaughay stated without a strategy to identify, manage, and maintain the water supply demand could exceed supply by the year 2030. 

7. Planning Commission:

     a. Mongerson Parcel:  Plan Commission Chairman Morgan stated he was seeking guidance from the Board as to whether we want donations of the wetland between our open space and the Johnson Feed Store to the west, and the kame adjacent to the southern edge of our open space.  The County says this has to be done prior to platting.  Platting could come as early as next summer, or up to two and one half years from now, if it is done in stages.  It’s not super pressing but think of our Master Plan.  He favors these donations, and asks for an opinion from Township Attorney Noble as to whether the township can own land outside Campton Township – the kame.  J. Kupar asked are they going to have a sprayfield on land adjacent to our open space?  Answer was the sewage lagoons are in Mill Creek, and not in Campton Township, but they need to dedicate some land in Campton Township for Sanitary District spray fields of treated effluent.  The developer is on board about Campton Township being a better steward of the kame then a homeowners association.  If we get the wetland it will be without strings.  J. Kupar stated we should aggressively pursue both.  N. Anderson stated the direction is to acquire any parcel adjacent to Mongerson Open Space, and any easements on Sanitary District property.

     a. Set Truth and Taxation Public Hearing Town Fund – December 11, 2007 at 7:00 p.m.:  J. Kupar moved the Board set December 11, 2007 at 7:00 p.m. for the Truth and Taxation Public Hearing on the Town Fund.  The motion was seconded by T. Stutesman.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

     b. Set Truth and Taxation Public Hearing Road District Fund – December 11, 2007 at 7:15 p.m.:  T. Stutesman moved the Board set December 11, 2007 at 7:15 p.m. for the Truth and Taxation Public Hearing on the Road District Fund.  The motion was seconded by C. Boissonnas.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

     c. Review and Act Upon Authorization to have Supervisor Enter into Contract to Purchase Property 1-1:  Per Administrator Glas the contract is not ready.  We may request a special meeting.  T. Stutesman moved the Board table agenda item 9. c. Review and Act Upon Authorization to have Supervisor Enter into Contract to Purchase Property 1-1.  The motion was seconded by J. Kupar.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

10. Claims and Demands for Payment:

     a. Town Fund:  J. Kupar moved the Board approve the claims and demands on the Town Fund.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

     b. Open Space Fund: T. Stutesman moved the Board approve the claims and demands on the Open Space Fund.  C. Boissonnas seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

     c. Park and Recreational Fund: Nothing.

11. Executive Session – Review Executive Session Minutes, and Review Whether to Open Executive Session Minutes, Review Whether to Destroy Audio Tape Minutes Older then 18 Months, Land Acquisition:  T. Stutesman moved the Board go into Executive Session for the purpose of reviewing Executive Session minutes, reviewing whether to open Executive Session minutes, reviewing whether to destroy audio tape minutes older then 18 months, land acquisition, and include Township Administrator Glas, Township botanist Shouba, and Dan Lobbes of the Conservation Foundation.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed and Executive Session began.  

12. New Business – continued:

     d. Approve Executive Session Minutes, Approve Opening Executive Session Minutes, Approve Whether to Destroy Audio Tape Minutes Older then 18 Months:

J. Kupar moved the Board approve the Executive Session minutes dated July 10, 2007; August 14, 2007; August 22, 2007; and September 11, 2007.  T. Stutesman seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed.

T. Stutesman moved the Board keep all currently closed Executive Session minutes closed.  J. Kupar seconded the motion.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed. 

C. Boissonnas moved the Campton Township Board of Trustees ask the Campton Township Clerk to destroy audio tape Executive Session minutes older than 18 months.  The motion was seconded by T. Stutesman.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed.
