1. 2. 3. The December 9, 2008 Board meeting was called to order by Supervisor Anderson at 7:40 p.m. at the Community Center. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, Stutesman, and Judy present.
4.Reports:
Sheriff – Wasco Substation Community Policing – Lt. Kramer: Absent.
Highway Commissioner – Sam Gallucci: Commissioner Gallucci stated we expect an additional 5 inches of snow this evening. They were out since 4:00 a.m. this morning working on snow. They have been out 7 of the last 9 days plowing snow the same as last year. The salt material put down yesterday was washed away by rain so they put down another layer today. The new material is working well. It has cut salt use in half. When the temperature went down to one below the salt is still working. The trade name is Magic Liquid or Magic Salt. He is leaving now to go out and work on the roads. Commissioner Gallucci’s written report stated plows and spreaders were installed on all trucks for the winter season; snow route markers were installed on all snow routes; damaged mailboxes and posts were repaired throughout Campton Township and the Village of Campton Hills; roads were patrolled throughout the Township and Village for drainage problems, pot holes, and culvert permits; potholes were repaired throughout the Township and Village with cold patch; storm damaged trees were cut and chipped throughout the Township and Village; intersections were swept in the Township and Village; garbage was picked up along numerous roadways throughout the Township and Village; Stop signs were checked throughout the Township and Village on a weekly basis and damaged or missing ones replaced; and cold patching was done on McDonald and Kendall Roads in the Village of Campton Hills in Plato Township. The road crew installed a 35mph sign and post on Old LaFox Road, and a School Bus Stop Ahead sign and post on Walt Whitman Road in Fox Mill subdivision; applied reflective tape on replaced signs that were stolen or missing; and performed ongoing maintenance on Township vehicles and equipment.
Assessor – Alan D. Rottmann: Assessor Rottmann stated he is continuing to appear before the Kane County Board of Appeals to assist residents with their assessment appeals.
Solid Waste District – Becky Lambe: Solid Waste District Chairperson Lambe stated Campton Township’s waste pick up dates have been changed. The Campton Township web page has a map showing the new pick up days by area. A mailer will be sent December 19th showing the new days by area also. Most people will be picked up Monday, Wednesday, or Friday. The new routes begin the week of January 12th. Doing this reduces the waste hauler’s hop scotching all over the township, which reduces the carbon footprint. There will be no price increase in 2009. The contract goes through April 2010.
Staff Update on Open Space – Jack Shouba: Open Space botanist Shouba stated we have money in the budget for open space but staff needs to know the procedure to spend it. If he wants to hire a contractor to cut down trees that could cost $10,000, what is the procedure? The small things we just do (if it’s under $1000). Administrator Glas stated a cost of $20,000 requires us to go out to bids. So the question is if it’s more then $1000, and less then $20,000, what is the procedure? The problem that brings this question up is that we need trees cleared at three sites: Harley Woods, Mongerson South, and Corron Farm. C. Boissonnas stated we need to decide a threshold that requires Board approval as opposed to staff deciding. J. Kupar stated we normally think $7,000 an acre for clearing trees. Administrator Glas stated staff meets a contractor in the field and needs to make a decision. J. Shouba asked can we approve $10,000 now for one of the properties? C. Boissonnas stated whenever there is a proposed expenditure of $5000 he thinks the Board needs to know about it. Administrator Glas stated for example, she has a quote of $8,000 for the porch at Corron Farm. Herbiciding can cost $1000. We are fine tuning the trees down to where we know which ones to cut. T. Stutesman stated for example, if $10,000 is needed to clear trees at Mongerson South, do we bring it to the Board, or not. Administrator Glas stated that’s the question. C. Boissonnas asked when does the budget start? Answer, now, for next year. T. Stutesman stated we need the staff and Supervisor Anderson to get together and discuss it. N. Anderson stated we can come up with a budget and then split it up. We can make a direction or put it on the agenda next month. T. Stutesman stated we need a more detailed budget that takes these questions in. Administrator Glas stated each site has it’s own budget. We want $10,000 on each of the three sites. T. Stutesman stated he would like to see a priority list for what’s needed on each property. N. Anderson stated let’s pick one site and get the ball rolling. Then see about the other sites. Campton Hills Village President Smith stated you need to include the Village of Campton Hills in the easement discussion on Anderson Park. Open space botanist Shouba’s report continued, at Corron Farm two girl scouts have begun a project to clear out the chicken coops, staff is winterizing the buildings, and steps are begun to build the new entrance directly across the street from the Forest Preserve entrance. At our new area of the Headwaters, the house will be examined to determine if it has historical significance, we are using the garage for township vehicles, we will walk the fields after the corn crop is removed, and our Plan Commission met with representatives of Elburn and Shodeen to discuss how their adjoining development will affect our open space. We stated we have no plans or money to add park like amenities, we would like to fence the boundary, add one pedestrian entrance, and link up with our trail system through Bull Run. We are consulting with Rob Linke regarding concerns about runoff from their development into our wetland mitigation bank. At Harley Woods our first Prairie Docs volunteer workday will be Saturday, December 13 from 9:00 a.m. to noon, we are considering plans for the required handicapped parking, and we are meeting with a professional restoration company to get a proposal for restoration work. At Mongerson Park South we walked the property to discuss restoration work. We need to hire a contractor to clear boxelders and buckthorn. At Poynor Park the split rail fence along Swanberg Road has been completed, Wasco Nursery has promised the donation of a number of River Birch trees in the spring, we are working on plans for a utility building, and Sam Moose is collecting materials for a kiosk and picnic table for his Eagle Scout project. At Anderson Park we are waiting for the County to resolve issues of easements and donation of adjacent land to the Forest Preserve District. Regarding C2000 Grants, the State of Illinois will not be funding any C2000 Grants this year. We will resubmit our three proposals early 2009. Watershed planning regarding the Ferson-Otter Creek watershed is being undertaken by Jack Shouba, Rob Linke and other stakeholders because of concerns over water quality, E. coli pollution, runoff, flooding, degradation of natural areas, water recharge, wildlife corridors, erosion, groundwater recharge, and open space. There is currently no watershed plan, unlike Blackberry Creek and Tyler Creek that do have such plans. They hope to work with Homeowners Associations, governments, and planning agencies to maintain and improve conditions in the Ferson-Otter Creek watershed. Two Volunteers were honored by planting burr oak trees at Corron Farm. This could be the beginning of a Volunteer Grove of trees. The first honoree was Super Volunteer Denise Morgan who was surprised with a paper crown and a burr oak after Prairie Fest. She puts in innumerable volunteer hours at all of our properties, especially at Anderson Park and the Community Center where her efforts have resulted in beautiful gardens of native prairie plants. The second burr oak tree was planted in honor of retiring Volunteer Coordinator Terry Shouba, who sends out notices of work days and follows up with thank you notes, brings hot or cold drinks and treats to work days, took a major role in planning and publicizing two Prairie Fests, wrote publicity articles and helped add a volunteer section to the township web site.
Water Study Committee – John Kupar: Water Committee Chairman Kupar stated B&B land developers sent $8100.00 for a township water study of their proposed Stonefield subdivision. We asked them for data that includes the depth of wells, and the number of people in the proposed subdivision, but we have no reply yet. Plan Commission Chairman Morgan stated their land planner Chuck Hanlon may have the answers. He will pass the questions along if J. Kupar would e-mail them to him. J. Kupar stated we should approach the proposed Norton Lakes development to do a water study to see the effect their development would have on Arbor Creek’s wells and wetlands. Regarding the proposed Elburn Station development we have a meeting tomorrow at 9:00 a.m. with the City of Elburn, land developer Shodeen, Ken Anderson of Kane County, the Fish and Wildlife Service, Shaw Engineering that runs our water study model, Rob Linke, our wetland specialist, and John Kupar. We have concerns that need to be addressed in order to maintain the health of our wetlands from storm water runoff, and recharge of the aquifer. J. Morgan stated the developer wants to break ground in a year. J. Kupar stated we will ask Shodeen to fund the study. There is another Shodeen land development north of Route 38 on the west side of Anderson Road that includes big box stores, and parking lots, and an access road. We are concerned about run off from impervious surfaces onto our wetlands. Campton Township should engage the Army Corps of Engineers, the Fish and Wildlife Service, and the United States Environmental Protection Agency (USEPA).
Village of Campton Hills – Patsy Smith: Campton Hills Village President Smith stated the Village will have an open house on December 16th, at 7:00 p.m., regarding the proposed subdivision Norton Lakes. The Village approved the concept plan. It is transitional zoning with 106 homes on 113 acres. It has a large lake. It has a right in, and right out, on Route 64. The big issue is whether the Wasco Sanitary District (WSD) has enough capacity. The Village has no police report this time.
Village of Campton Hills Police – written report: None.
Supervisor- Neal Anderson: Supervisor Anderson wished everyone happy holidays. He stated we are working on the budget for the next couple months. The township got a thank you from the Kaneland Fire and Safety Commission for our donation.

6. Citizens’ Comments: Clerk Johansen stated the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) online training is available for local elected officials. This is in coordination with the Kane County Office of Emergency Management. Clerk Johansen spoke with Don Bryant of Kane County who stated there are three courses that can be taken on line at training.FEMA.gov These are IS-00700, IS-00100, and IS-00200. It depends on how far you want to take the training as to whether you take one or all three courses. The Kane County phone numbers for Don Bryant are 630-208-8911 or 630-232-5985. Clerk Johansen took the IS-00700 course in 2005. Clerk Johansen stated he received the legislative report letter of State Representative Pat Lindner that he was passing along to the Board. It should be considered her farewell letter since she is retiring this year.
7. Planning Commission:
a. Headwaters Proposal to the West Update: Plan Commission Chairman Morgan stated the Plan Commission discussed the proposed Elburn Station development with land developer Shodeen and the City of Elburn. Because of encroachment issues and our requirement of periodic burns of open space, we requested no road stubs, a park and parking lot in their subdivision, and a 30 foot buffer on their property to protect our open space. We gave the information to Erin Willrett of Community Development in Elburn who said he would pass it along to the developer. J. Shouba stated our leverage is with the Army Corps of Engineers, the Fish and Wildlife Service, and the U.S.E.P.A., not the land developer, or Elburn.

d. Discuss and Act Upon Update on Wetland Bank: N. Anderson stated with the current housing market there is not a lot going on. J. Shouba stated the wetland in the prairie area is going good. The on site review looks good. The Mitigation Bank Interagency Review Team site meeting was attended by the Army Corp of Engineers, the U.S. Environmental Protection Agency (U.S.E.P.A.), and the U.S. Fish and Wildlife Service. J. Kupar stated we need copies of their reports for our water study. Administrator Glas stated we have that available at Town Hall. N. Anderson stated they raised the credit price up to 55K. We should send comments or questions back to them. Administrator Glas stated this cost the township nothing. When they sell credits the township gets paid off the top. They have been following the contract to the letter. There are just few sales going on because of the decline in land development.

Kupar moved the Board go into Executive Session for the purpose of discussing land acquisition, to review Executive Session minutes, and include township botanist Shouba, township open space volunteer Denise Morgan, and Plan Commission Chairman Jim Morgan. The motion was seconded by K. Judy. In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye. Trustee Stutesman was absent. The motion passed and Executive Session began at 9:15 p.m.
12. New Business - Approve Executive Session Minutes: Supervisor Anderson reconvened the regular session at 10:06 p.m. C. Boissonnas moved the Board approve the Executive Session minutes of November 11, 2008. J. Kupar seconded the motion. J. Kupar moved to amend the motion to correct the spelling of a name from Hoschite to Hoscheit. The amendment was seconded by C. Boissonnas. In a voice vote on the amendment Supervisor Anderson and Trustees Kupar, Boissonnas, and Judy voted aye. Trustee Stutesman was absent. The amendment passed. In a voice vote on the motion, as amended, Supervisor Anderson and Trustees Kupar, and Boissonnas voted aye. Trustee Judy voted no. Trustee Stutesman was absent. The motion passed.
