Public Hearing Minutes
August 12, 2003
7:00 P.M.
The August 12, 2003 Public Hearing on the Road District update on House Bill 2634, and public comment on Road District use of funds for brush pick up, was called to order by Supervisor Anderson at 7:05 p.m. at the Community Center. The Pledge of Allegiance was recited. Supervisor Anderson introduced Highway Commissioner Gallucci.
Commissioner Gallucci stated previously Attorney General Jim Ryan gave an opinion that it was illegal to use township funds to pick up homeowners brush. The State Legislature then passed a law allowing brush pick up if the township called a meeting to discuss the township’s ability to do this, and the township’s residents voted yes. The Governor signed the law, and we are meeting with the residents now to discuss whether you want this service, and to vote on it.
Public Comments:
John McDowel asked how does this tie into burning? Commissioner Gallucci stated Kane County banned the burning of leaves in the part of Campton Township that is zip code 60175, but not in the part that is in the Elburn zip code. This does not ban burning of tree limbs or brush. Bruce Aderman asked will this be expanded to pick up leaves? Is that in the budget? Commissioner Gallucci stated the brush pick up is budgeted at seven to nine thousand per pick up. We cannot budget leaf pick up because that would increase the budget and your taxes by too much. The chipper will handle up to 18 inches wide and 8 feet long. We can also provide you with chips for mulch. Miles Burns asked isn’t 18 inches wide by 8 feet long a tree? Commissioner Gallucci stated we can’t pick up a full tree. It has to be cut up. Also we can’t pick up a dirt ball because it messes up the blades. Kevin Mull stated he is President of the Windings Homeowners Association, and their homeowners association supports brush pick up. Jim Bacilek asked what is the homeowners responsibility if a member of the road crew is injured? Commissioner Gallucci responded the Township right of way is 33 feet from the center of the road to one side, and 33 feet to the other side, for a total of 66 feet. Commissioner Gallucci asked the Campton Township residents to vote on whether they want brush pick up.
Vote:
Al Rottmann moved that the registered voters of Campton Township, Kane County, State of Illinois, do hereby authorize the Campton Township Highway District and the Campton Township Highway Commissioner to use taxpayer funds for the purpose of brush pick up and disposal of said brush. The motion was seconded by Donna Gillen. Commissioner Gallucci asked for a show of hands, and Clerk Johansen stood and took the tally. The Clerk reported to the meeting that there were 52 ayes and one no. Commissioner Gallucci stated the motion passed.

Al Rottmann moved the Public Hearing be adjourned. Donna Gillen seconded the motion which passed unanimously. The Public Hearing adjourned at 7:32 p.m.
