1. 2. 3. The August 15, 2013 Special Board
Meeting was called to order by Supervisor Kupar at 6:20 p.m. at the Headwaters
Conservation Area, 42W525 Beith Road, Elburn 60119. The Pledge of Allegiance
was recited. Clerk Johansen called the roll with Supervisor Kupar and Trustees
Stutesman and Vandiver present. Trustee Murphy arrived at 6:30. Trustee
VanZandt was absent.
4. New Business:
a. Discuss Campton Township Open Space
Program:
Finance Director McKay provided an e-mail that stated:
- She spoke with Village of Campton Hills President Smith
regarding closing the gate at Poynor Park because of the recent damage
done by vandals doing “donuts” at the park. President Smith stated the
police department is working up a cost per month charge and she is
contacting two young men to see if they would be interested in the job of
closing the gate.
- Today Township Officials of Illinois Risk Management
Association (TOIRMA) advised the Township to file a claim with the
insurance carrier of the trucking company that spilled the diesel fuel
into Gray Willows. TOIRMA would be involved with property damage but it
excludes damage by pollutants. After 4 calls we are waiting for a call
back from the trucking company’s insurance carrier to file a claim for Rob
Linke’s engineering costs and the testing company. They say the original
claim handler is on vacation.
Parks and Open Space Coordinator Bilar:
- K. Bilar provided a citation from the Township Officials
of Illinois (TOI) Handbook and Campton Township Ordinance No. 11-2T that
states the requirements for Board Member attendance at meetings by audio
and video conferencing. The TOI Handbook and Ordinance are silent on
remote participation by members of the public or township employees.
- K. Bilar spoke to Highway Commissioner Gallucci about
whether he would enter into an intergovernmental agreement (IGA) for the
Township to lease one of his dump trucks and he stated he can’t spare his
dump trucks. Also the trucks are diesel and they need a place to be
warm. She stated the open space dump truck is no good because it needs
frequent repairs and they need a truck every day in the summer. She
stated Tom Serewicz agrees with her about the dump truck.
- Regarding the proposed web page T. Stutesman stated it
will need ongoing maintenance.
- Regarding the reworked open space brochure, Board members
liked it. It had two minor errors that were corrected and the Board
approved it.
Jack Shouba commented on the Headwaters Conservation Area
the Board was meeting at:
- He stated the Township bought it for the view. We are
twice as high as Johnson’s Mound. We are at the edge of a glacial
deposit. The adjoining road to the south is Lincoln Highway.
- The Motz property is to the south. Bull Run is to the
west. We own the land around the buildings. In October of 2015 the lease
on Bull Run land runs out and Campton Township will take possession.
- Behind us is the headwaters of Mill Creek. Rain runs
downhill to Blackberry Creek. Here is the headwaters of Blackberry Creek.
At the bottom of the hill is our wetland bank put in by V3 at no cost to
the township. When V3 sells wetland credits the township makes money.
Even though sales are slow for now, in the worst case the township gets a free wetland out of it.
- You can see the Willis Tower (former Sears Tower)
from here. You can also see the LeLand Hotel in Aurora from here. There are no
mosquitoes here at the top of the hill.
b. Discuss River Boat Grant Funding for Gray
Willows Roof:
J. Kupar stated we asked for a grant of $56,000.00 and
agreed for the township to put in $20,800.00 for the total estimated cost of
$76,800.00. The township received a grant of $30,000.00 leaving an estimated
deficit of $26.000.00. E. Murphy stated we need to go out to bid. J. Shouba
stated we need to write the specifications or the alternative is to ask for
proposals. J. Kupar stated we have to set the request for proposals (RFP). J.
Shouba stated we asked Tom Walters, a retired roofer, who gave us the $76K
figure for our grant. To get a more accurate figure we need to get bids to
know. An insulated roof is what made the cost high. Can we do it for 56K
without insulation, except if there is a lot of rotten wood under it that would
raise the cost again. The township should buy the materials so we don’t pay
tax. The material for a steel roof is 10K if it’s only 35 squares. T.
Stutesman stated it’s more then 35 squares. He has bought a steel roof before
and just looking at it you can see there is more then 35 squares. You get a
big coil of steel and cut pieces to fit. There are two companies. One is 15K
for materials and labor. The other is 20K for materials and labor. And BW
Construction is 11K. So you have:

56K total without insulation
J. Kupar stated get the specifications for the roof, the
color, and quantity of material, and he will see if he can get it donated. The
consensus was green for roof color. We will see if we can get Waste Management
to donate hauling waste away. Can we get accurate specifications for the roof
by next meeting? K. Bilar said yes. E. Murphy stated she has connections with
Alcoa Aluminum. She will see if that can help us get a deal on the metal
roof. J. Shouba added the Gray Willows barn can be used for barn dances. That
would make it an indoor venue, and if so, maybe we need to add insulation.
Adjournment: J. Kupar moved the Board adjourn
the meeting. E. Murphy seconded the motion. In a voice vote Supervisor Kupar,
and Trustees Stutesman, Vandiver, and Murphy voted aye. Trustee VanZandt was
absent. The motion passed and the meeting adjourned at 8:00 p.m.
