1. 2. 3.  The January 25, 2013 Special Board Meeting was called to order by Supervisor Kupar at 7:37 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Vandiver, Murphy, and VanZandt present.  Trustee Stutesman was absent. 

4. Old Business – Presentation and Discussion for Action: None.

5. New Business – Presentation and Discussion for Action:

     a. Discuss Appointments to Plan Commission – Supervisor Kupar stated the Plan Commission was on hiatus for two years due lack of development.  Now development is increasing, and Kiva may be coming up.  The economy is starting to turn around.  Plan Commission candidate Richard Gornick asked what and who initiates Plan Commission meetings.  J. Kupar stated Kane County sends us plans and the Plan Commission meets to evaluate proposed developments in light of the Campton Township Comprehensive Land Use Plan.  The Township would set the meeting and notify the Commissioners by e-mail.  We have a robust open space program.  One part of Plan Commission decisions is how development relates to open space. 

     b. Interview Appointments to Plan Commission

Ron Petrucci stated he has been in Campton Township since 1975.  He was a medic in the army.  He had six children and had two businesses over fifty years.  His businesses were auto parts for foreign cars and a service station. 

Richard Gornick stated he has been here since 1974.  He is an EE engineer by trade and worked at Bell Labs in Naperville.  He is one of the fathers of the mobile phone invented at Bell Labs.  He left in 2001.  Earlier he was in the Navy as a guided missile technician.  He worked on the anti missile system at Kwajalien in the Marshall Islands. 

Shawn Clark stated he was head of security at Continental Airlines.  Now he is a security consultant to private businesses.  This area reminds him of home.  He has a vested interest here.  What he likes is the rural character and he wants it preserved.

Todd Williams stated he served on the Plan Commission with Richard Johansen, Greg VanZandt, and Dave Bressler.  His history is he worked abroad for three companies in third world countries, China, for example.  He has worked in electronics.  He began a start-up company three years ago.  It is a flight simulator for first responders.  He sold his interest the first of the year so he has time now.  He loves the rural trend and character of this area.  What the Plan Commission does can have a significant impact on it. 

Supervisor Kupar stated Mike Tyrrell’s father went in for surgery so he could not make the meeting tonight.  We have diverse backgrounds here.  Campton Township developed a groundwater model based on a U.S.G. S. (United States Geological Survey) study of groundwater levels in Campton Township, and the nearby area.  They continue to monitor water levels and quality of water.  You can make development decisions based on what the water model shows.  For example, if 150 houses are proposed on a given area of land, the groundwater model will show the number of houses that the aquifer will support.  If it is less then 150 houses, the Plan Commission could recommend reducing the housing density accordingly.

6. Executive Session: Review Candidates for Plan Commission: G. VanZandt moved the Board go into Executive Session for the purpose of personnel to review candidates for Plan Commission.  V. Vandiver seconded the motion.  In a voice vote Supervisor Kupar and Trustees Vandiver, Murphy, and VanZandt voted aye.  Trustee Stutesman was absent.  The motion passed and Executive Session began at 8:10 p.m.

 7. Review and Act Upon Appointments to Plan Commission: Supervisor Kupar reconvened the regular session at 8:15 p.m.  He moved the Board thank Commissioner Williams for his continuing service on the Plan Commission.  E. Murphy seconded the motion.  In a voice vote Supervisor Kupar and Trustees Vandiver, Murphy, and VanZandt voted aye.  Trustee Stutesman was absent.  The motion passed.  J. Kupar moved the Board appoint Shawn Clark, Richard Gornick, Mike Tyrrell, and Ron Petrucci to the Campton Township Planning Commission.  The motion was seconded by E. Murphy.  In a roll call vote Supervisor Kupar and Trustees Vandiver, Murphy, and VanZandt voted aye.  Trustee Stutesman was absent.  The motion passed whereupon Clerk Johansen swore in the three present new Commissioners of the Campton Township Planning Commission.

8. Adjournment: G. VanZandt moved the Board adjourn the meeting.  E. Murphy seconded the motion.  In a voice vote Supervisor Kupar and Trustees Vandiver, Murphy, and VanZandt voted aye.  Trustee Stutesman was absent.  The motion passed and the meeting adjourned at 8:40 p.m.
