1. 2. 3.   The January 26, 2009 Special Board meeting was called to order by Supervisor Anderson at the Community Center at 6:35 p.m.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman present.  Trustee Judy was absent. 

4.  New Business – Presentation and Discussion for Action:

     a. Authorize the Expenditure of up to $16,000 to JAD Treecycle for the removal of trees and brush at Mongerson Park to include the woodlot and west tree line:  Open space field staff person Ken Johnson stated there is a 3.5 acre woodlot of mainly buckthorn trees that needs clearing at the southwest corner of Mongerson South.  The west tree line of box elders can be removed on the Campton Township side, but we will need permission of the land developer to remove those on the land developer’s side of the property line.  The cost would be 11K to 12K to clear the southwest corner square and the part of the west tree line on the Campton Township side, and 16K to clear all of them including those on the land developer’s side, if we get his permission.  Jim Morgan, Chairman of the Campton Township Planning Commission stated the 3.5 acre southwest corner square that needs clearing straddles a kame where gravel was taken from in the 1950’s.  There is a steep 25 foot drop where the gravel was taken.  The kame straddles the whole area.  It’s mostly buckthorn and box elders there.  We want to take the trees now so there is time for the stumps to degrade.  We can get to the stumps later.  We want to restore the area to dry prairie.  Open space field staff person Denise Morgan stated she walked the north side of Mongerson with a representative of IDOT (Illinois Department of Transportation) who said he will write us a letter stating we can take the trees down on the north side.  It would be great to get an open view on Route 38.  J. Kupar asked can we get the 3.5 acre property to the west of the kame donated to the township?  J. Morgan stated we won’t know until the Settlements of LaFox is being platted.  It would be a two year delay, but with delays in development because of the economy it could be five years away.  If they don’t need it for the sanitary district we may get it donated.  This is a wetland and a triangular piece that could be donated.  J. Kupar asked what is the caliper of the trees needing cutting?  Answer was small to 20 inches in diameter, but there are some larger cherry trees we will leave.  They will cut and burn them, and let the stumps break down by nature.  J. Kupar stated it’s about $3700 per acre, and that is about right.  C. Boissonnas asked can we pay for this out of this years budget?  Staff was absent.  C. Boissonnas moved the Board authorize the expenditure of up to $16,000 to JAD Treecycle for the removal of trees and brush at Mongerson Park to include the woodlot and west tree line.  The motion was seconded by T. Stutesman.  In a roll call vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed.  Patsy Smith, President of the Village of Campton Hills, stated the Settlements of LaFox are within one and one half miles of the border of Campton Hills and the Village has to sign the plat of annexation.  The Settlements of LaFox are subject to the Village land cash ordinance.  There will be an advisory question on the April ballot asking if the Village of Campton Hills should enter into an intergovernmental agreement with Campton Township for development of open space parcels through land cash donations and grants. 

5.  Adjournment:  T. Stutesman moved the Board adjourn the meeting.  C. Boissonnas seconded the motion.  In a voice vote Supervisor Anderson and Trustees Kupar, Boissonnas, and Stutesman voted aye.  Trustee Judy was absent.  The motion passed and the meeting adjourned at 7:00 p.m.
