1. 2. 3.  The November 4, 2005 Special Board meeting was called to order by Supervisor Anderson at 10:11 a.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Koppenhofer and Stutesman present.  Trustees Kupar and Judy were absent.

4. Executive Session – Land Acquisition:  T. Stutesman moved the Board go into Executive Session to discuss land acquisition.  A. Koppenhofer seconded the motion.  On a roll call vote Supervisor Anderson and Trustees Koppenhofer and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed and Executive Session began including Jim Morgan, Planning Commission Chairman, Denise Morgan, Louise McKay, Township C.P.A., Jack Shouba, Township Botanist, and Township Attorney, John Noble. 

5.  New Business – Presentation and Discussion for Action:

     a. Review and Act Upon Authorizing the Supervisor to enter into a Contract for Conservation Easement for Property 1-3:  A. Koppenhofer moved the Board authorize the Supervisor and Clerk to execute and enter into contracts for conservation easements with the DeBeir and Anderson families.  The motion was seconded by T. Stutesman.  On a roll call vote Supervisor Anderson and Trustees Koppenhofer, and Stutesman voted aye.  Trustees Kuper and Judy were absent.  The motion passed.  Attorney Noble stated the surveys were very expensive, about $7000.  The high cost was due to the sellers instructions to the surveyors, and the contract requires the sellers to pay the cost of the survey.  We may want to consider a compromise where the Township pays part of the survey cost. 

6.  Adjournment:  T. Stutesman moved the Board adjourn the meeting.  A. Koppenhofer seconded the motion.  On a voice vote Supervisor Anderson, and Trustees Koppenhofer and Stutesman voted aye.  Trustees Kupar and Judy were absent.  The motion passed and the Board adjourned at 11:50 a.m.
