1. 2. 3.  The October 17, 2013 Special Board Meeting was called to order by Supervisor Kupar at 11:30 a.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman and Vandiver present.  Trustee Murphy arrived at 11:38 p.m.  Trustee VanZandt was absent. 

4. Old Business:

     a. Review and Act Upon Roofing Material for Gray Willows barn: J. Kupar stated the purpose of this meeting is to evaluate materials for the Gray Willows barn roof in terms of cost and longevity.  We look at standing seam and the Gerard product.  Tom Walters helped with the standing seam price on the horse barn.  Tom Walters said the asphalt products have gone up in price.  They are very expensive now.  Today there are a lot of new products coming out.  J. Kupar stated we have a 50K budget that consists of 30K in the form of a grant from the County and 20K that Campton Township will put in.  Both Gerard and the standing seam products are under 50K for the total job.  V. Vandiver asked are we hiring roofers?  Answer was yes.  E. Murphy arrives.  Jack Shouba stated do the contractors know they have to pay prevailing wage.  Lets be sure they know that so we don’t find our later that the job costs more.  T. Stutesman asked is it 48K for Gerard?  Answer was it’s about that.  Does standing seam have an exposed screw?  Tom Serewicz stated it uses a screw and a washer.  Standing seam is at $48,200.00 and exposed screw at $43,800.00.  For standing seam noise can be a factor but it will not be an issue the way it would be done here.  Standing seam is historic per Kristin Bilar and Denise Morgan.  T. Stutesman stated heat is not an issue with any of these.  Tom Walters said the biggest problem with granulated roofs is the freeze-thaw, freeze-thaw cycle.  Right now he said he would use the standing seam product but there are a lot of new products coming out you could look at, like a product of Decra Inc. called Quality Edge.  This looks like the wood that was originally on there.  J. Kupar said we can wait until the next meeting.  Lets look at other products but get a RFP (Request for Proposals) for standing seam in the meantime.  J. Kupar stated we will look at standing seam and get an RFP that includes prevailing wage.  Tom Walters said he will get a representative of the other products at the next meeting.  T. Stutesman moved the Board approve getting samples of the Quality Edge product and continue on the path of Request for Proposals for roofing the Gray Willows barn with standing seam installed at prevailing wage.  V. Vandiver seconded the motion.  In a roll call vote Supervisor Kupar and Trustees Stutesman, Vandiver, and Murphy voted aye.  Trustee VanZandt was absent.  The motion passed. 

5. Adjournment: T. Stutesman moved the Board adjourn the meeting.  E. Murphy seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Vandiver, and Murphy voted aye.  Trustee VanZandt was absent.  The motion passed and the meeting adjourned at 12:12 p.m.
