The September 24, 2001 Special Meeting was called to order by Supervisor Anderson at 7:35 p.m. The Pledge of Allegiance was recited. Clerk Johansen called the roll with Supervisor Anderson and Trustees Manser, Judy, and Kupar present. Trustee Gillen arrived at 7:39 p.m.

Executive Session: Trustee Judy moved the Board go into Executive Session to discuss personnel and land acquisition. The motion was seconded by R. Manser. On a voice vote Supervisor Anderson and Trustees Manser, Judy, and Kupar voted aye. Trustee Gillen had not yet arrived. The motion passed.

Supervisor Anderson reconvened the Special Board Meeting at 9:37 p.m.

Open Space invoices: K. Judy moved to set up a separate line account in Claims and Demands for Open Space payments. The motion was seconded by D. Gillen and passed unanimously.

Appraiser: J. Kupar moved to authorize the Supervisor to hire an appraiser for up to $10,000.00 to appraise property #01-01. The motion was seconded by R. Manser. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Open Space Administrator: R. Manser moved to authorize the Supervisor to hire Susan Clarkson for a maximum of 520 hours, for up to $25.00 per hour, for six months, as Open Space Administrator. The motion was seconded by D. Gillen. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Grant Writer: K. Judy moved that the Supervisor continue to retain grant writer Schrader and Associates at the current rate for Open Space purposes after completion of the Park grant. The motion was seconded by J. Kupar. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Photocopier: K. Judy moved to authorize the Supervisor to lease, with option to purchase, a photocopier at a cost not to exceed $125.00 per month for four years maximum. The motion was seconded by R. Manser. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Open Space Personnel Issues: K. Judy moved to reimburse Julia $3,600.00 for her work on Open Space, which is 180 hours, at $20.00 per hour. R. Manser seconded the motion. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Parcel #01-02: D. Gillen moved that Trustee Judy continue to negotiate on parcel # 01-02. The motion was seconded by J. Kupar and passed unanimously.

Brown Road Park mowing: D, Gillen moved the Supervisor negotiate two mowings of Brown Road Park at a cost not to exceed $1,134.00. The motion was seconded by R. Manser. On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye. The motion passed.

Open Space Update: Nothing.

Adjournment: R. Manser moved to adjourn the meeting. D. Gillen seconded the motion, and the motion carried. The meeting was adjourned at 9:54 p.m.
