1. 2. 3.  The September 30, 2013 Special Board Meeting was called to order by Supervisor Kupar at 6:18 p.m. at Poynor Park.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Kupar and Trustees Stutesman, Murphy, and VanZandt present.  Trustee Vandiver was absent.

4. New Business:

     a. Discuss options regarding roofing materials for Gray Willows barn: Sajjad Hasan of Nexgen Construction, the roofer, and James DeVelder of Metals USA, the materials supplier, presented regarding a new roof on the Gray Willows horse barn.  This is an insulated metal roof that has the appearance of asphalt from the outside on top.  The price is $48,900.00 including everything.  They threw in the roof over the office.  The samples shown had the appearance of a green shade of asphalt or a red shade of asphalt from the top.  K. Bilar stated if we go out to bid she has the names of two other Gerard installers.  Gerard is the same material first quoted.  J. Kupar stated lets go out to bid with narrow specs. 

     b. Discuss Campton Township Open Space Program: Open space staffer Jack Shouba described Poynor Park to the Board.  He began by stating the Open Space Plan was designed to serve residents by purchasing land in all four quadrants of the Township.  Poynor Park was purchased to provide open space in the northwest quadrant.  We also wanted baseball fields for girls’ softball.  We have some fields now but to have the number of fields in the plan we needed more dirt.  There is a large area of grass now but it would be more economical to plant native prairie that we would not have to mow.  The tree line on the west side of Poynor is where some residents have mowed grass into the Poynor property 50 feet or more.  Some are dumping yard waste on the Park.  Tom Stutesman said the area is too far away for soccer but as development heads this way that will change.  John Kupar said for now we just do maintenance.  We need a garage here because now we have to haul in necessary equipment.  Regarding vandalism we need to get 1900 lumen LED camera lights to record it.  Greg VanZandt said we should get infrared cameras and lights. 

The Board continued the meeting to the Village of Lily Lake offices 43W870 Empire Road, St. Charles, IL 60175 due to darkness.  Kristan Bilar stated we got a $10,000.00 grant from Open Lands to help restoration of Harley Woods.  She presented the Campton Township Open Space and Parks Vision Plan that included recommendations for goals at particular open space properties.  Tom Stutesman stated the question is what is doable with our current maintenance money.  We need short term, midterm, and long-term strategic visions.  Do we hire an open space employee to be a cheerleader for open space?  Clerk Johansen suggested a door-to-door campaign in particular subdivisions for open space programs.  John Kupar suggested that could be tied to invitations to a barn dance at Gray Willows to celebrate the completion of the new barn roof.  That would involve residents in the Township open space program.

5. Adjournment: T. Stutesman moved the Board adjourn the meeting.  J. Kupar seconded the motion.  In a voice vote Supervisor Kupar and Trustees Stutesman, Murphy, and VanZandt voted aye.  Trustee Vandiver was absent.  The motion passed and the meeting adjourned at 8:26 p.m.
