The September 23, 2002 Open Space Board meeting was called to order by Supervisor Anderson at 7:08 p.m. at the Community Center.  The Pledge of Allegiance was recited.  Clerk Johansen called the roll with Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar present. 

Resolution for Economic Development Website:  D. Gillen moved the Board pass Resolution No. 02-4T Acceptance of 2001 Kane County Small Cities Grant Project Economic Development Website.  The motion was seconded by R. Manser.  On a roll call vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye.  The motion passed. 

Executive Session:  D. Gillen moved the Board go into Executive Session to discuss acquisition of real estate and to invite Al Rottmann, Alwin Rottmann, Barb Wojnicki, Judy Hines, Mike Tyrrlle, Jack Shouba, Sue Clarkson, Ken Shepro, Ken Alles, and Julia Glas.  The motion was seconded by R. Manser and passed unanimously. 

     Supervisor Anderson reconvened the regular session at 8:30 p.m. 

Open Space

     Corron Farm Preliminary Plan, Karen Miller:  Per N. Anderson, the OLT grant request has been sent in for Corron.  Also the DNR will visit site 1-6 on October 3rd.  Jack Shouba stated we do the opposite of developers who move the dirt around according to what they want.  We see what the land tells us and adjust to that.  The first survey was in 1839.  Restoring the land to presettlement conditions is the primary goal.  That is hydrology, prairie plants, fire, etc.  Karin Miller presented a Corron site management plan with parking north of the buildings because of highway sight lines, and hiking and equestrian trails.  Board members wanted to add bikes to the trails.  Karin said these could be multi-purpose trails:  equestrian, hiking, biking.  She stated we will need bridges here for the horses.  You can’t have slats the horses can see through because they won’t cross the bridge.  Tom Huddleston of wetland banking said he was OK with Karin’s plan.  D. Johansen said the bridges need walls because horses will not cross if they can see the drop off on either side.  That is the reason for covered bridges.  He added he walked the wetland and it is dangerously uneven, up and down from farm animals walking through.  J. Shouba said time and burns will even it out.  Also we will put a bridge there and not let the public walk through.  Jack added ourwalk of Corron is next Saturday, September 28th, between 9:00 am and 12:00 p.m. 

     Board Action, as Appropriate:  Nothing.

Executive Session:  D. Gillen moved the Board go into Executive Session to discuss land acquisition and to invite Al Rottmann, Alwin Rottmann, Barb Wojnicki, Judy Hines, Mike Tyrrlle, Jack Shouba, Sue Clarkson, Ken Alles, Julia Glas, and Mike McCurdy of the Trust for Public Land.  The motion was seconded by R. Manser and passed unanimously at 9:05 p.m.

     Supervisor Anderson reconvened the regular session at 10:00 p.m.

Act Upon any appropriate motions or resolutions as a result of Executive Session discussions:  Nothing.

Adjournment:  D. Gillen moved the Board adjourn.  The motion was seconded by K. Judy.  On a voice vote Supervisor Anderson and Trustees Manser, Gillen, Judy, and Kupar voted aye.  The motion passed and the meeting adjourned at 10:00 p.m.
